Firstly I'd like to make it clear that this is a balanced idea. Please read on I've taken alot of time trying to balance it properly.
Crafting eight potions around an empty bucket fills the bucket with that potion (each individual potion being crafted MUST be the exact same). The empty bottles will be returned upon crafting.
That bucket can be "dumped" onto the ground, and the potion will have the same physics as water. Except that it CANNOT be made into an infinite source.
Jumping into the puddle or pool of potion would be exactly like using that splash potion on yourself. But the effect would only take place after the player exits the liquid (once both blocks high of the players height are located in air blocks) for two reasons. The first reason is that the effect wouldn't be able to countdown properly, and the second reason is that it would be overpowered to just camp in a pool of healing potion with a bow and arrows.
Potion pools/puddles will NOT mix with water or different potions. The liquids will stop next to eachother and treat each other as solid blocks. Potions that come in contact with lava will evaporate.
Since potions are liquid magic; it is impossible to pick it up in bottles for more potions. Because regardless of what kind of potion it is its still dangerous to both yourself and the materials you're holding to be submerged in liquid magic.

What if it can't be picked back up? That source block of liquid potion has to stay on the ground or get covered by another block to be removed?

Still overpowered. Just dump a bucket of fire resistance into a 1 block hole and you can camp by a blaze spawner forever harvesting blaze rods and xp. Same could be applied to a health potion in a dungeon, or even the ender dragon fight.
