If you are standing too long in a cold biome with your water buckets the water in the buckets will semi-freeze.
The sprite of the water bucket will change to the lighter and brighter version of the water bucket, except that the bucket sprite is normal. When you use the bucket it creates a block of cold water, and the bucket is empty.
But look out, if you try to swim in semi-cold water for a very long time, your health will drain slowly. You have to get out of the water in order to stop yourself from dying because of cold water.
Smelting a bucket of semi cold water will give you a regular water bucket. You have to use wood, charcoal, or lava in order to unfreeze the semi-cold water in the bucket.
And if mobs try to swim in semi-cold water, their health will drain slowly just like the Player does. This is also good for mob traps as well.
If Jeb adds fish, fish will die in semi-cold water. Hostile mobs will drain their health very slowly if they swim in cold water.
In the Taiga biome, instead of normal water will be semi-cold water. To get semi-cold water, you need a bucket. This gives the bucket of semi-cold water, which can be ready for mob traps and for smelting.
Fire will be extinguished if you use semi-cold water on it.
Instead of adding new water, why not have it so a water bucket in your inventory in snowy biomes instead makes it either a bucket of ice that places a block of ice when used or have it add a block of ice to your inventory and empty the bucket. Or just not have it implemented.

We can already get ice blocks with the use of the Silk Touch pickaxe.
That's not even lava water, it's called semi-cold water.

Just because its "cold" doesn't the point any less valid. Someone else not too long ago had a similar idea for boiling water as trap tool, and both these ideas are similar in nature.
