I know that many people, myself included, enjoy games with magic, and have always wanted to be able to fight with magic spells in Minecraft. Now, I don't mean using staffs like in every magic mod, but more like you would see in The Elder Scrolls V: Skyrim. There are a few things that you could do with magic: learn spells, cast spells, and combine spells.
Learning Spells:
Learning a spell would be very easy. Spell books would be found in the chests of any naturally generated structure. These include dungeons, NPC villages, strongholds, and abandoned mine shafts. They would have a pretty common spawn rate, depending on which element it is. To learn a spell, the player would simply right-click with the book in their hand, adding the spell to a known spells tab in their inventory.
Casting Spells:
Casting a spell would be the main part of this, obviously. Players would simply choose a spell or two from the spells tab in the inventory, or by pressing 'M', for magic of course. There are two methods on how to cast spells, please comment below and say which you would prefer. The first would be to assign a spell to either the left mouse button or the right mouse button (right-clicking on things such as doors would not cast the spells.) When you assign a spell to the right button, for example, your right hand would be out, also like in Skyrim. Right clicking would simply cast the spell. The other way of doing this would be to assign spells a key on the keyboard, any key the player would like. The only drawback of this is that players would have to move their hand from the movement keys or mouse, causing them to either stop walking or only look forwards, which would give them the disadvantage in combat.
Combining Spells:
Combining spells would be a very simple thing to do. Again, there are two ideas I have on how to do this. The first would be to simply cast both spells at once, combing their effects and making it stronger, however it would make magic energy drop a lot faster. The other way would be to craft magic gloves, which would be made with leather and diamonds. These would be put on like armor, and would automatically cast two spells together. These methods could be combined, making for stronger magic later on when the player finds diamonds.
Magic Energy:
This is the cost of every spell. Each spell drains a certain amount of magic energy, either for how long the spell is used, or its initial cost. Magic energy regenerates 2 magic energy every 5 seconds.
Different Spells:
There would be three different elements used in spell casting. They are fire, water, and air. Each element has three different level spells.
Fire:
Level 1: Fire- Simply casts a stream of flame, draining 1 magic energy every 5 seconds, and dealing 2 hearts of damage every 5 seconds
Level 2: Fireball- Throws a ball of fire, the same as a Ghast would, draining 3 magic energy and dealing 4-4 1/2 damage
Level 3: Fire Storm- This surrounds the player in flames, protecting them from attack, and also burning any mob within 10 blocks of the player. This drains 8 magic energy, lasts 15 seconds, and does normal fire damage to mobs
Water:
Level 1: Water- Shoots a stream of water that pushes back mobs, draining 1 magic energy every 5 seconds, and deals drowning damage while a mob is in contact with the water
Level 2: Drowning- Encases any mob within 10 blocks in a sphere of water, drowning them. This drains 4 magic energy with every use, lasts for 15 seconds, and deals drowning damage
Level 3: Hurricane- Creates a whirlpool of water that lifts up the player, protecting them from attack, and also picks up and drowns mobs, eventually flinging them away. This drains 8 magic energy, lasts 15 seconds, and deals drowning damage and fall damage
Air:
Level 1: Wind- Simply pushes mobs back and up, dealing some fall damage, costing 1 magic energy, and dealing fall damage
Level 2: Destructive Winds- Rips up terrain and forms a mini twister; any mobs that are hit with a block receive 3 damage as well as being knocked back, and it costs 4 magic energy and lasts 10 seconds
Level 3: Thunderstorm- Summons a giant tornado that does the same thing as Destructive Winds, but on a larger scale; it also strikes any mobs with lightning. This costs 8 magic energy and deals fall the same damage as Destructive Winds, as well as lightning damage.

That's where combining spells comes in. When combining spells, it's sort of like customization. So if you craft the magic gloves, you can assign your combined spell to a set of gloves. You could also rename the gloves, therefor renaming the spell you created. This allows you to create your own spells, but you must have the exact glove to use it. Oh, I also forgot to add that gloves don't stay together, meaning you can only wear one glove if you like, so when you equip a weapon you can use it in your other hand, like dual wielding.

Well that's basically enchanting, and spells that are a higher level wouldn't be able to do that. I guess you'd just have to mine, but it only requires one diamond per glove, and would serve as a very useful weapon, so it's cheaper than a sword and just as useful.
This has been suggested a lot of times. Though your suggestion is not horrible, it still has little place in Minecraft. We already have Enchantments as our magic. Because this game mostly revolves around survival, building and mining, there's no need for the excess amount of magic. This might make a badass mod, but would be miles away from vanilla.

Because this game mostly revolves around survival, building and mining, there's no need for the excess amount of magic. This might make a badass mod, but would be miles away from vanilla.

Wouldn't miners carry picks...? I mean, if they're mining and not spelunking, they would have no major use for a sword.
well if those miners are smart they should know that if they find a cave or a mineshaft or spawner they might run into some mobs
