I'm sure by now we all know to get some cats and post them around our stuff to scare off Creepers. The thing is, I'm often coming back from trips to find my cats have inexplicably teleported away from their posts, at which point I have to shove them back into place, or, even worse, tell them to follow me to get them to move up hills. The phrase "herding cats" is rather apropos.
So, I have a two-part suggestion to help with this. First, add the ability to carry cats. When a cat is following you, if you right click it with nothing equipped, you will pick it up. Cats are small, Steve should be able to manage this. While carrying a cat, you can't break blocks or change your equipped item, and Creepers in front of you will run away. (Creepers behind you won't be able to see the cat and won't know it's there, because Steve holds the cat in front of him.) The cat's portrait will appear in the inventory slot you have selected, and you'll be able to see the cat's health as a bar like you see the durability of a tool (since cats don't have a way to show their health like dogs do). Also, cats can't be placed in your backpack.
With a cat held, you can right click on any solid block to put it down. Cats will be placed on the ground sitting. (If instead of right-clicking, you press the Drop key, cats will be dropped in the "following" state.) From there, you can right-click it again to make it follow you, and then again to pick it back up. If you right click on a following cat with an item equipped, it will just switch between following and sitting as they do currently. If you pick up a cat that is sitting on a chest, bed or furnace (to annoy you), the cat will scratch you when you pick it up, doing 2 points of damage.
This solves the problem of getting the cats to where they need to be, now for the problem of getting them to stay there, which leads me to part two: cat condos. You know, these things:

Cat condos would hold cats. Each condo would hold one cat. Cat condos are blocks, not entities, so they won't drift around because of lag or mobs bumping into them. While a cat is "in" the condo, the game would lock its locations to the condo's, so the cat wouldn't drift around either. Condos would be 1x2x1 (2 blocks high), flammable, and transparent, so they don't block light. Creepers would be able to see a cat in a condo just fine, and be appropriately scared. To get a cat in a condo, right-click on the condo while carrying the cat (see how the two suggestions tie together? ) Right click on a condo with a cat in it to pick the cat up so you can move it elsewhere. Cats may also decide to jump into condos on their own when following you, but they'll prefer to sit on chests and stuff if available. While in the condo, cats would lounge around like cats, not visually doing much.
You know, I explained all this in the first post. Carrying because getting cats into position (especially on hills) can be a pain, and condos because they keep getting knocked out of position by lag or mobs or players.

Well then, what if you had a cat sitting in a spot to your liking and you enclosed it with glass blocks?

As he already said, they can be moved from lag or by being pushed, although that may be fixed in 1.3 with mobs being easily walked through.
I don't like the cat carrier, but picking them up might be useful.

If I get to throw cats, then yes. I see no reason for the condo, though.
Sure, why not? (Aside from the obvious "sociopathy" reason.) I already said that hitting the Drop key would drop the cat, I imagine it would be just like dropping a regular item.

If the ability to throw cats was put in, then I would blindly accept your suggestion. I'll admit it, I'd only be doing it for sociopathic reasons.
Then if it lag teleports I have to both put it back AND break and replace glass blocks.
Even if the cat was told to sit? I've never had a cat do that before... Shows what I know, I guess.
