ok I think crying obsidean should be "brought back" heres the functions
*crying obsidian would be used as a wave point and you could teleport around but there's a limit how far you can teleport around 20-40 blocks so if you somehow had lapus and obsidian on you first night and wanted to move then you would not have the hassle of walking back and fourth so you could get all of the stuff in your treasure chest then you could just teleport but there has to be another crying obsidian within 20-40 blocks.

*teleports you underneath the block instead of above causing you to ether fall into a cave or just suffocate
*teleports you in the sky causing massive fall damage when you hit the ground
*some mobs could randomly teleport
*sometimes if you have it near or on bedrock level it would teleport you into the void
*sometimes it teleports you where you dont want to go
*where to find it
*sometimes you could find it in stacks of 2 in dungeons , stronghold chests , abandoned mineshafts villages on occasion
*rarity of finding it in places listed above
*less than a golden apple

Teleportation that requires a binded key that only functions within 20 - 40 meters with infinite uses is broken and not that useful. This is a worse idea than the one where crying obsidian could be used as an infinite water source. It should definitely not be bound to a key, maybe an item like a Gast tear pendant. But that's all pointless because the way you suggested it is completely broken. No support, teleportation is a powerful ability that should not just have a high initial expense but consume resources/energy with every use.
How would the game distinguish multiple blocks of Crying Obsidian?
the same why it does with the enderchest so for example if I make 2 crying obsidian and I place one down and if you place one down the try to teleport it would not let you so then if I place down my other crying obsidian and you try to teleport to it you cant because they have data of the player how placed it down in the code so thats how it would work in multiplayer and this is how it would distinguish multiple blocks of it a GUI pops up and gives you a list of which one you want to go to like for example X-200 Y 30 Z-220 then you could pick those cordinants and you would be teleported there.

ok then you need these two things in your inventory blaze rods and ghast tears and when you teleport the crying obsidian takes those two items and if you have a stack of 64 blaze rods and ghast tears in your inventory somehow it would only take one of each and you have to be ether level 10 or above level 10 (level 10 meaning EXP levels)
