A relatively simple idea, although I'm not sure how hard it would be to implement it. The idea is basically the higher height you dive from--or jump--the more blocks of water below you need to sink unless you want to sustain damage. I noticed that I could jump from a large height and fall into no more then a one block deep layer of water and I'd survive with losing no hearts.
What do you mean accurate? This is a game that doesn't really have an amazing physics generator. If you mean realistic, then that's a bad idea. Realistically, there is a certain height where no amount of water will prevent you from sustaining a fatal impact.
I'd just as soon bypass this whole issue altogether by adding an item that can reduce terminal velocity without liquids, like a fireman's pole or webbing. This way we won't have to use water breaks in a deep mineshaft free-fall chute.
You can already use things like ladders for this purpose.
Not to fall at terminal velocity without incurring terminal velocity damage. Here is an example I posted in another thread. As you fall down a chute next to a pole (be it bamboo or whatever), if you hold shift you start sliding as if you were falling down a ladder. This way it's much more convenient and aesthetically pleasing than falling down a chute and backing up into a row of ladders (find me a kid who hasn't seen a fireman pole and wanted to ride one or have on in their house). You could in theory just make it so you fall at terminal velocity when next to ladders and not holding shift or moving up, but that's not very logical because if your falling and you reach out to grab a ladder rung your going to tear your arm off or lose your grip. Plus, this is balanced by the fact that if you want this to work, you have to make a larger chute and spend more materials, but the reward is you can travel to bedrock extremely quickly without fall damage.

Cobwebs already stop fall damage. Although I guess there isn't a legit way to obtain them yet.
I'm not a fan of this idea. All it does is make a lot of extra work for people and makes old adventure maps incompatible. This would just make players start using vines instead, which makes even less sense than water.

Good idea though. I don't know how much is a reasonable tweak but all in all a little more could be nice. This kinda leads into improved physics, which is something I'd enjoy seeing.

Ladder at the bottom can cause you to catch at the very top of the ladder which kills you. I want a solution that allows me to fall at terminal velocity that doesn't require me to be precision tapping the movement keys to touch the ladder properly or use water breaks.

You need at least three blocks of water to prevent any fall damage from the highest height.
I never tested it at that height. I'm just saying adjust the height so that even if you are at the highest height and fall to bedrock layer, there should be an equal amount of water blocks below as to how many you fell. So, I can get hurt by falling 4 or more blocks. Adding water, I can fall from a pretty high height and into only one block of water and no damage is done. Now taking into consideration what Zingidy has just said, I can fall from the highest height and be save by falling into only 3 blocks deep of water. I'm just asking to expand how many blocks deep you need for how high of a jump you try to pull off. No, not realistic at all because as the thread has stated, there is a point which no one can survive. Even though that would be a nice touch a lot of gamers of Minecraft may be mad.
