This is two suggestions, but they both rely on each other to work.
First, my suggestion is to add a plow that can be placed on a mob, in a way similar to how a saddle can be placed on a pig. I'm thinking it should be pulled by cows, but that's up for change.
When a cow is wearing a plow, any grass or dirt block that it walks on will be tilled, and become farmland. The plow doesn't allow the player to steer the cow or have any other control, aside from the already existing ability to entice a cow with a bundle of wheat.
Now, one of the problems with this is that it's a bit powerful. There isn't currently a way to make animal-worn items have a durability. For example, once a pig is wearing a saddle, that pig can wear the saddle until the cows come home.
Therefore the second part of the suggestion is to nerf farming just a little bit. So my suggestion is to bring back the destruction of crops from walking over them. This way you have to be a bit careful with your plowing cow; if it walks over planted areas, it will ruin those crops.
I also think the plow should slow down the cow just a bit. And maybe make it less likely to jump around and up hills.

Yeah I dunno, it sounds like you came up with something new that's kinda cool, but we don't really need. It also causes a number of problems and balancing issues which you talk about but I don't really like the solutions. Ultimately I like how farming works now.
Why have a plow if you can just hoe everything? By what you said it would be much faster to just hoe things. Also, they removed trampling when walking is because it was more of an annoyance than anthing else.
You trample crops still but not as much and bring that back would be an annoyance.
Having a cow that you could not control would be also annoying. You be left with a bunch of random plowed areas. Also there would have to be a durability to make it not so powerful.
Here's how I would use it: I would build several massive fields. 64 blocks long, by 4 blocks wide, bordered by fences. There's a water channel on either side. I'd place a plow onto a cow, lure the cow into the field with some wheat, lock her in there by slamming the gate, then go away and do some mining. She will walk around the whole field, somewhat randomly, but ultimately probably tilling most of it. Some of it she'll trample again, so it won't be perfect, but I'd say close enough. After I come back from mining, I shall plant some seeds. Then I would lure the cow over to the next empty field of grass, and have her plow that one while I do some more mining. After I get back from another mining trip, I will have one field of fully grown wheat to harvest, and a second field of tilled earth to plant. If my first field is looking badly damaged, I will send Bessie in there to plow some more.
Second scenario: I will breed a massive herd of cows, craft a dozen plows, and then place them all on the cows. I will then whip out a sheaf of wheat, and lead my team of plowing cows over my field, getting it plowed much quicker than I might have done by myself. Then I plant seeds. And so forth.

Also I don't really plow that much. I think people who make diamond hoes are just plain stupid. I hardly use a iron hoe because one you plow that land it stays plow for like ever. And I don't make giant fields of wheat I just keep using the small one over and over again.

Edit: I usually make auto harvesting wheat farms that get me around two stacks of wheat each time I harvest. I just feal like I would use this once then not use it again.
