Rivers in the real world don't have stone riverbeds, and if you use gravel it will not be rare enough.
Technically some rivers do have rocky beds. it really depends on where you are. However. I don't really see a point to this. Cobble is more of a player generated object and I like it that way. Gravel is one of my less favorite blocks so less of it is probably a good thing. It has it's uses but I don't really want more.
Gravel is arguably TOO common. There are areas where there's entire gravel beaches instead of sand. I find it ugly and rather useless except for finding flint (and you don't need too much of that) or filling lava pits.

Dude, gravel beaches were removed. And if you don't like seeing gravel, just ignore it and explore for another area without it! That's the beauty of Minecraft.
