So with this kind of stuff you could pick and choose who is trust worthy, and who isn't and just for the sake of detail here are some more examples.

[INFO] <PLAYER NAME> is branch mining
[WARNING] <PLAYER NAME> is finding dungeons through 1x1 tunnels from surface
These all could be determined by using simple calculations, and there for you can determine who is cheating and who isn't. Anyone who isn't cheating doesn't need Orebfuscator to process any data for that player. But remember these can never be 100% accurate, and the option for the plugin to process data for certain players or not shouldn't be automatically chosen.
I approve 100%. Sure you may get a server or two out there that puts an extreme resolution for the texture pack that may make a player not be able to play, but any good minecraft server wouldn't do this to their players. I personally think they should add multi-texture pack support in which through command blocks you can load up different texture packs instantly so you can make textures infinitly but this is not going to happen anytime soon,
Infinite texture packs could be as infinite as the Minecraft maps with its 6.0xE7sq/m (used to be 6.4xE7sq/m) limit. There would be no point because it would go beyond 32 bits per pixel at a certain point, all though you could make random textures based on random number generation. Color is typically limited at 32 bits per pixel on your screen if you set it this way. Otherwise your using 16 bit most likely. So infinite textures may never come out, you'll never be able to tell the difference between infinite and random as randomly generated is basically as infinite as your going to get. Everything has a hard memory limit whether its several terabytes or a few megabytes. But why use infinite texture-packs when 500 different textures exist for grass; in fact 1 pixel has over 64 different combinations and if you have a 1024 x 1024 resolution texture pack 64 x 1024 x 1024 is 6426624 and thats is a lot of combinations, to the naked eye that would look infinite. Assuming there is no memory hard limit, texture-packs could become infinite as the number of pixels could be infinite and at a certain point the pixels on the blocks would be so small you couldn't tell there are any except the pixels on your monitor. That many different combinations would go beyond the boundaries of a Minecraft map.
Seriously, forcing texture packs upon players? I love default! If a jerk admin forced me to use Dokucraft or Good Morning Craft or, even worse, Moderncraft, I would hate the server. Some texture packs suck so bad (and some admins like them), that if I were forced to use them to play on a server, I would immediatley find another server. Please no. Taking away this one freedom basically makes texture packs obsolete and ruins many servers.

I solution could be a mod on the client (launcher) that check if the dirt or stone contains transparent pixels ?
( they sould not)
The launcher is able to send the information to the server. (i have alredy done this on my server launcher, to check if cheat mods are installed)
So my problem now, is to find a way to read dirt and stone data, and a way to check those textures ! Little tricky... Does anyone can help me ?
What about texture that make cobblestone more rocky and have holes? Do people who use those cheat? No.
Servers need to be able to force the default pack at least, this to stop cheating of course. If you don't like the default pack don't play on servers that use it, it's pretty simple. It's like if I don't want to play a server that uses gun plugins and I don't join that server...

There is literally no reason for this not to be mandatory. Every single shout of "power to the players!" is a horrible idea. Really it should be power to the server managers, because they're the ones throwing extra time and money on top of Minecraft to make it enjoyable and build something for all of their players.

I have used an xray texture pack just to see what it looked like, and honestly, most of them are crap. All you can really see is where the ores are, and you can't tell the difference between coal and diamond unless you are 5 blocks away. Also, forcing a texture pack on someone just doesn't seem fair. I absolutely HATE texture packs (once in a while there are some that I find and like, but not often). If this feature was implemented, it would somewhat kill multiplayer for me.

I Disagree with this idea entirely. I like choices. I think the forcing of a texture pack on someone should be optional.
Why, you ask?
#1- I love vanilla, and I prefer not to see anything else, becasue the textures are always too light, too dark, too detailed, etc.
#2- I don't want 10 million texture packs crowding up my computer.

You could force the default texture-pack on a server. You can take the data of the blocks when sent to the client and anywhere there is diamond ore, you could print it to the log (when launched with a batch file use "javaw" opposed to "java" ). Even without textures you can still use something like x-ray, in the sense that you can use the data in the chunks to determine coordinates of the ore so all chunks loaded from the server (to the client-side) Can be read and display the number of ore of that type in an ore vein or the whole chunk as well as the coordinates. Even with anti x-ray plugins if data sent to the client that has to do with the blocks and if the client-side still rendering the whole chunk(s) any resource can still be found. As well as a texture-pack there is also an x-ray mod. Who has tried the glow stone/x-ray glitch were any air pockets can be seen under ground, is there a plugin to stop that. Even forcing a texture pack wont stop this only if there is a texture for your head being in glow stone and tnt.

No, just no. This is just going too far on what control a server can exert over a player, I don't want to have a different texture pack in my .minecraft for every server I join, and I definitely dont want them to force custom packs with things like invisible pressure pads and tripwires, or a pack which is used to screw with players by switching textures and basically troll them. Cheat prevention alone is not enough reason to allow servers to do this, if everything was then every server would basically have the default gamemode be adventure mode.
You won't have a texture pack for every server you go on because you can move files around, and "lie" to the server about your files, example: replace textures with other textures and "lie" to the server by sending data that makes the server think you have the texture-pack enforced, while really you don't. If forced texture-packs were implemented there would likely be a client-side mod for "anti-forced texture-packs" to make forced texture-packs pointless because of the ease of exploiting them. If you don't like it move to a different server. there's 100s of servers anyway, one is bound to not have forced texture-packs.

Personally, I play minecraft better in default. Even if it is in space, or ancient times, or an apocolypse, default will always be best. For me. It's still Minecraft, and no matter what the theme of the server is, it will always hinder "Role-play Expirience". Even if it is better, somehow, do we have to force it. Do people have to use "Dokucraft" beacause some admin thinks it will fit their medieval server better than "Dandelion"? What about people like me, who enjoy default or a custom improved texture pack?

Suppose you force the default texture-pack? Even if texture-packs were forced they could still be exploited/changed with, perhaps a mod or just flat out exploited to get your desired texture-pack. If they are forced it wont matter after 2 - 4 weeks because there would probably be a "Use your texture-pack" mod. You could also just leave the server, or make your own.

My computer can be laggy and minecraft will crash if the server will use an HD texture.
I like vanilla texture, or another texture.
I want to have control on my game, and not beign forced to use a texture pack.
