Ok i don't like this idea of "forcing" a download for the txt pack, why? several reasons...
- What if the txt pack is a 32x or 64x pack and the user has a s*** computer? how will they be able to enjoy the server when they get poor frame rates?
- A month ago i had DSL, it was super slow, i tried playing on a 12w23a server, something like that, i forgot the number, anyways the server had server textures which meant my pc would try downloading the texture pack every time i joined, this was absolute hell, why? because i would have to wait 5 minutes (no joke) before i could actually do anything in the server because my pings would be so damn high, also 3/4 times i would time out because of this...
In a nutshell: people with bad pc's/internet will hate this... there has to be an option to turn it off...

The point is we at least need to be able to force the use default graphics which do not require a high end computer. This way at least those using a vanilla server can avoid the use of x ray by cheaters. This should be common sense for the developers.

Then how about you DON'T PLAY ON THE SERVER IN QUESTION.
There is literally no reason for this not to be mandatory. Every single shout of "power to the players!" is a horrible idea. Really it should be power to the server managers, because they're the ones throwing extra time and money on top of Minecraft to make it enjoyable and build something for all of their players.
This would anger the hell out of me. Servers could force you to download malicious content that you had no idea would be there. This is a retarded suggestion

it would kick you if you didn't want to download it, it wouldn't download it without your permission.
I'm against this. It would reduce the amount of players on servers that use this option and make the game unplayable for others, due to lag. Plus, downloading a texture pack for every server you log in isn't really something I'd like, personally.

Forcing a certain texture pack would make it a hassle to join servers, and people should be allowed to use the texture pack they want (unless it's for cheating). I dislike x-ray texture packs, but this isn't the solution I'd choose for getting rid of them.
I hate the idea. And the game doesn't force you to use a texture pack. All it does is suggest a texture pack, and you have the option to say no. I generally only use default textures, so I'm glad I have the option to not use a server recommended texture pack.
Everyone seems to support this primarily because of X-rayers however there aren't too many of them around (on my server anyway) after it is established that you WILL ban for it. After you make an example of a few users, it discourages others from doing it (Maybe not stop it altogether but people are less likely to use it) at which point you can encourage honest users to report instances of xray which tend to be fairly obvious anyway (guy digs a straight tunnel in pitch black, tunnel straight to chests, etc.) and there are many plugs to combat this kind of cheating (orebfuscator, anticheat, swatchdog, etc.). I do enjoy the idea of themed servers but not at the expense of my users gaming experience. While some would appreciate the theme, many people have texture packs that they love to use, for example I use one that i remixed from others without their permission to post it so I just keep it to myself but I would have to go against their wishes to force it onto others. As a server owner i have to think about the users wishes because I run on donations and if the players hate the server they are unlikely to donate. Just a bit to think about. I wouldn't support this at all. A strong texture pack suggestion would suffice.
I know this is an old suggestion, but I keep server textures off because it seems to cause a considerable amount of lag in single player, and even more in multiplayer
Hrm, well all I would ask is a way to keep resending the message asking them to use it to be put in the protocol. Otherwise, the first time on a server someone presses 'no', they will forever be without it and forget that it is there to be used. If there was a way to resend the ask to use server texture message, we could simply spam it on players who do not use it already (i.e. at every login) via plugins.
@mollekake - Instead of doing it by transparency, simply overlay the new texture on the original one for opaque blocks only when a texture pack is loaded. That way, if someone loads an xray pack with only the frame of blocks shown, the rest of the block simply renders underneath it.
Hackers will get around that really easily. Also, this would prevent people from using any custom texture packs like Faithful 32 or Faithful 64 if you force it to default or something, which would cause me to quit that server immediately in rage.
what's to stop the player altering the texture pack anyway? Since the texture pack must be stored client side he could just open it up and change it.
Would be better it Mojang made it so that Xray texture packs don't work, ie., if a texture is blank for a non-transparent texture, make it black instead of see-through.
This is a far better solution and would allow players to use their own texture pack.
No. This would melt my Computer if it's an HD pack.
Also, who uses X-Ray Packs?
X-Ray Packs are the least effective methods of X-Ray, since it only exposes things exposed to Air. If it isn't exposed to Air, it's invisible.
No support.

Forcing client changes does nothing; the client can simply trick the server and "lie" about its content. Until we go as far as storing what the client sees on their screen (Mega lag) on the server, there will forever be xray, somehow.

Well, you COULD seriously hinder cheaters by having the game update itself very, very frequently so that old versions don't work on servers with the latest version. Hackers can't keep up with those updates. It's already hard enough getting cheating mods and hacking clients right after updates. Texture packs could also be updated very frequently.

Curse PremiumI would ragequit if texture pack is forced. I keep Server Textures to OFF.
