A quick search for redundancy hasn't been fruitful.
The Iron Band is an enchantable piece of equipment that provides potion effects upon the wearer at specific times. It's cheap, yet balanced (at least I hope so). It is crafted like below, with the question mark referring to the Iron Band:
This recipe is up for debate. Feel free to ask.
Maybe to balance it out, an Emerald on the top or something.
These bands are only workwhen they are in the hotbar. You sacrifice enchantments on your body for tool access. Most enchantments only last as long as the lowest level of their respective potions do when in the hotbar. After that, they break. They can be recharged (granted, over a good period of time) by placing them in your inventory or your chest. Other enchantments, such as "Fire Resistance" only take damage while in effect, but last shorter too (probably ten seconds). Gold Bands, an alternative to Iron Bands, would bring better achievements for lower levels like tools, but all effects last a shorter period. Hey, let's mix things up a little. Since you never know what you're getting when you enchant something, you may accidentally enchant yourself a Band of Weakness or Band of Poison.
As for more balance, check this post to see each effect either lasts for ten seconds or ten hearts.
I don't know. A band of Fire Resistance would be pretty hard to get, but at the same time it would make the Nether completely docile.
And then there are the potion effects that are in the game that don't have effects. Imagine someone with 8 Iron Bands of Resistance (boosted defense). I think that godmode came to singleplayer... (at the cost of your inventory)

Did something happen to you in your childhood to give you this unreasonable fear of rutabaga?

That's a good point. I don't think potion effects normally stack. No, they don't, just refreshes the effect. In a similar manner, only one of each would work at a time.

All these pony-based signatures aren't going to win these people any respect.

*facedesk* How did I not realize that?
You have a point, though. I was about to suggest how it could be changed to be better, until I realized something;
Potions are intended to have limited effects. These are not.
For an example, the following effects would not work well in band form:
-Instant Health (how would it play out? godmode?)
-Instant Damage (how would it play out? instant death?)
-Poison (unless you like 1-hit-wonder games...)
In addition, the following would be relatively overpowered:
-Regeneration (near-invincibility?)
-Fire Resistance (lava and blazes are no longer threats)
-Water Breathing (drowning is no longer a hazard)
-Resistance (extra armor when armor is already really good)
And some others I probably missed.

Extremely nerfed times is how we nerf these bands. The Band of Poison only works on the person who's holding it, so they're poisoned as long as it's in the hotbar. Instant Health immediately heals you by twenty points (ten hearts) most before breaking. Practically useless in extended combat. Water Breathing works for ~ten seconds as long as you're under water. Fire Resistance keeps you safe from fire/lava as long as you're on fire/lava. If you've fought a Blaze, you know how long you're on fire: a lot of this time. Harm is one I'd advise to keep off of you, as it deals all but one hitpoint (half-heart) of damage and breaks instantly. Resistance works when its in the hotbar and ten seconds there, so be hope you're quick in a fight if you want to keep your band. The number ten is a special number for this idea.
When each band is used, there will be a use bar like with tools right below the item's icon. This is a representative scale of how much longer it'll last. Enchant a Recharge enchantment on it for it to regain some of its power over time, but one hitpoint/second per whole MC day.
1. Would be if there was a slot so you could only have one active at a time.
2. Would be figuring out a duribilty system. (regen is 1-5% per heart regened.. poison turns to pioson resist and loses 1-5 duribility per second of poison.. fireresist same 1-5% per heart damage)
This way they have a balence, great effects, no standerd duration, but still have limited use before you need to recraft. also adding 4 emeralds one on each corner could help with cost.

He already posted a solution. Four emeralds is also excessive.

That sounds like the name of a band...

The epic part about this idea? Night vision bands.

I don't see how that would create a band...
