To start this off with I'll say that yes I posted an idea similar to this about a month ago, but it was in the wrong area of the forum so I have revised the idea a bit and am now posting it here to see what you think.
My original idea included the need to stucco a surface before it could be painted, but I now realize that this is not nessecary and was indeed superfluous to the concept and the game.
So my revised idea.
Paint:
The recipe for paint would be (1 of the existing dye colors) + (1 bucket of water) = 64 units of paint in a bucket (does not consume the bucket).
To use the paint you would hav to make a paint brush and combine it with the bucket like so:
1 wool + 1 stick = Paint Brush
then
1 Paint Brush + 1 Bucket of paint = Paint ready to use.
To apply the paint you would simple walk up to a surface and right click, this would recolor one side of the block to that particular coor while keeping the specific texture intact.
That's pretty much it, just another way to introduce some more color and vibrance into the lives of us mincrafters.
I think it'd be cool because you could paint your house with all kinds of scemes and color combos to make it feel cozy, bold, modern, comfy, dark, any mood can be set by a good coat of paint, I should know, I'm a painter.
Last thought on this is that this would also pave the way for a lot and I mean a lot of different colors to be added to the game.
Think of it this way, take any of the primary colors or other colors (which have a significant way to go before covering even all the basic bases...I mean where is maroon?) that are simply lightened with bonemeal and add more bonemeal, with each bonemeal, you go lighter and lighter, this could also create the need for a "darkener" but we can adress that later.

Perhaps I didn't explain this quite right, and that's my mistake.
The idea would be that you would use all the different blocks to obtain different textures to whatever you are building, and then paint them to whatever color suits the mood.
So now, it would very much still require other blocks.
This means that no matter which block you decide to use, you can decorate it with whatever color you want, so you could finally build a really attractive dirt house without it looking like dirt. Or in the same way a stone brick house giving it a really neat modern L.A. villa style.

Paint WOULD NOT cover of the blocks with a flat layer, but rather recolor and preserve the existing texture of the chosen block.
