Hello everyone! Being an avid Minecraft player, I love to make occasional suggestions on the forums for fun! What I really noticed throughout the world of Minecraft since 1.6.6 beta was the lack of player maneuverability.
What do I mean by that? We need more fun and better ways to move and scale throughout the lands of Minecraft. You might think, what's the biggest problem you are addressing. The biggest problem is scaling down very steep/high buildings and mountains. What's the best solution that not only helps fix the problem, but adds more FUN to the game? The answer is in PARACHUTES.
My suggestion:
Parachute
How does it work?
The parachute-when deployed- basically slows down the rate of falling to an extent which greatly reduces the force of when you hit the ground. When deployed, the parachute can be seen strapped to the player above and visible to everyone.
Recipe
The parachute is made using a total of 18 wool blocks in the crafting grid.
Looks like this ( represents wool)
Each box that should have wool will need 3 pieces.

Balance
The parachute will not be overpowered or out of the theme of Minecraft in any way. First of all, the sheer amount of wool needed for the parachute makes it so it is no easy item that can be mass produced in single or multiplayer vanilla. Second of all, the duration of the parachute lasts only 5 seconds, which makes it convenient for those too high to jump, but still near ground moments. Yet poses a risk to those who wish to use it for HUGE amounts of height. This way, it is only meant to be used for small altitude jumps which severely could've hurt the player if they didn't use the parachute.
Practicality
The parachute not only helps players in the world of Minecraft to travel easier, but adds more fun to the game. Especially in multiplayer, PvP will have a new flavor to it and many new strategies will be created.
Conclusion
With the parachute, the game would have a new fresh aspect to it, without changing any major aspects. Reiterating on what I said, the parachute would not be useful for scaling down high steep buildings or mountains, rather would be useful for medium to small size altitudes. The parachute would also further add more uses for wool and more strategies in adventure maps and PvP.

You can just wait until you are near the ground to open the parachute, effectively making it useful at any height.
It's unrealistic. It uses 6-9 Sheeps worth of wool, and it only lasts 5 seconds. Also, parachutes are best used at the height of the jump, otherwise you could still be damage if you open it too close to the ground.
Thirdly, it's unneeded. Why do we need this in Minecraft? Especially if you could survive the landing from the jump it's intended to be used for anyway?

I not realy find this necessary in minecraft.
Sure it would be fun but not necessary.
Last five seconds makes it not overpowered butalmost useless.
