First of craftable cobweb. Just take string and craft it in an X shape to get cobweb.
Next. The sticky potion is made usin cobweb in a potion form. (standard splash potion format) This splash potion will make an area "sticky" as if caught in cobwebs for 3 seconds. Sticky potion II add slime ball and extend the duration to 6 seconds.
That is my idea if you have your own thoughts on it please let me know.
First off, you're not really following the pattern of potions as they are now. Slime ball to extend duration? No, just no.
Also, I don't believe cobwebs should be craftable, that just sounds silly.
As the other person said too, there is a potion of slowness that works just fine.

funky.. Technicaly you can make cobwebs/webbing in real life..How do you think spiders make it? and even without that point isnt is something that people may want to get to craft in the game?
Yes there is a slow potion but sticky would open up a few more options and would act slightly difrently. The reason i say slime ball as a "duration extender" is the fact that it makes scense to use a sticky ball of goo to make this stronger and stickier. Some other uses for sticky that slow wont have is saving you from fall damage and stopping a mob in mid air. (i know that sounds strange but cobwebs can be in mid air since they dont drop so hitting a mob/player thats falling or in air would stop it in place for a few seconds)

I am more for the idea of making it so cobwebs are something than can be acquired with shears. Even then I can see there would be problems with players having the ability to place cobwebs wherever they want, though it would add to some creative decor purposes...it could so easily be abused.
I don't believe the potion you are suggesting is unique enough from slowness potions for it to be implemented into the game, and as I said before...I think it should follow the current pattern of potions and not use slimeballs(which have plenty of use as is) to increase duration.

kingly.. I do want to have usable web. I can see were it can be abused, but it would be a risk id be willing to take for the abilty to use it. (maybe add an on off feature for use on servers) Maybe you are right tho saying it should be aquired with sheers not craftable tho. The reason i said craftable is it takes 5 string to make rather than using shears on one web.

This isn't too bad actually, though I'd stick to the redstone and glowstone to change the potion's power and duration.I just realized... we already have this, it's called potion of slowness, the opposite of the potion of speed (made with sugar).
