I too have wanted a near purposeless redstone block(meaning it's purpose is storage/decoration like the other blocks) for an extremely long time. I store all my materials in block form, it would be nice to do this with redstone.
I have seen redstone block suggestions in the past but they added effects to the block which I am entirely against.

Don't worry, OP, I understand what you are getting at. I approve this on a couple conditions:
-All 6 faces of the block are redstone inputs.
-A powered (glowing) redstone block can power any blocks beside, below, or above it, ESPECIALLY other redstone blocks.

I'd say the most it should do is glow, if whacked, like natural glowstone, but I'd not be adverse to it acting like a single stripe of glowstone on the ground either.
I want it as simple, and to do as little as possible.
If, "dust to block" should take a little more... make it take 4 glowstone in each space, so it's 36 dust to make a block. Makes a block equal to 9 tiles of ore. This becomes consistent with the iron ore to iron block and gold ore to gold block, and diamonds without fortune.
Iron, gold, diamond, lapis lazuli.
All have compact storage blocks.
