I am not experienced in Indev, but I'm very sorry for disappointing your suggestion. I played Minecraft Classic, but I want to play Indev! Nice idea! We like this. And it should be on the minecraft.net site.
They blocked access to it a long time ago to prevent piracy. They set it so that even if you have the files for it, they cannot be played. It can be played through 3rd party programs, such as MCNostalgia, but I'd prefer if they'd allow members who have purchased the game to play all previous versions as well through a drop-down menu.

I know that's what they're on the book as saying, but this doesn't really make sense because it wouldn't be piracy if you had to login to your Minecraft account to play it in the first place (just like you have to do for any of the other countless old versions of the game).
Anyway, like you said, those of us who have purchased the game should have access to all older versions/development versions of the game.
This would not release Indev to the public. They had survival test released to the public for a while, then they got rid of it because it was to close to the version they had it at (I think it was Alpha at the time). The only reason they have classic is cause its hardly a thing like minecraft right now.

I don't see the harm in releasing it to the public. It's obviously an important version because it introduced tools.
I'm not really sure why they hid it away in the darkness in the first place =/
