Electrodes is an idea I've had for a while, but never set out. Might as well put it down here. The idea is they're created with Iron, Redstone, and most importantly, a Blaze Rod. The crafting blueprint would be something like

And it would create a pair of Electrodes, sort of like Tripwire Hooks, one matching set each time.
Electrodes can then be placed on floors, walls, and ceilings. They are dormant when not powered by Redstone. They are also dormant (even if powered) if they are not placed in a direct line with one another, whether that be from Floor to Ceiling or Wall to Wall. When powered and lined up, Electrodes fill the intervening spaces with Electricity, which will require a new block animation. I propose that Electrodes can be placed as far as five spaces away from one another, but any further than that, and they will remain dormant when powered. Any player or mob passing through Electricity will suffer high damage. Mobs will not interrupt the "circuit." A player could, however, place a block to interrupt the Electricity. The presence of Electrodes in a Redstone circuit would have the same effect as a Redstone Repeater as far as carrying current beyond the 15-block limit.
That is how Electrodes would work in Air. I also propose Electrodes can be placed underwater. Underwater Electrodes would produce Electricity between them, but the Underwater Electricity animation would be different than Air Electricity, and the effect would be different. Every square of Underwater Electricity would produce an invisible sphere of electrified Water (say, roughly the radius of a Creeper's explosion). Any player entering electrified Water would suffer damage as per Lava. I suppose placing Electrodes underwater might look a little ugly, because they would displace the Water and have little air bubbles around them... Maybe Electrodes could be an exception, and placing them underwater would result in a separate Underwater Electrode meta-block that is basically a water block with an electrode in it...? Or not. Whatever.
Electricity fields. Awesome but impractical. A player would just toss a block down to break it and who on Earth needs to electrify mobs? There are easier ways to kill them.
Kinda useless in standard multiplayer, yeah. In Adventure Mode you couldn't block them, though. Also, they'd be good as decorations for mad scientists' labs.

Don't like the underwater ones though. Seems a bit much.
Cool. Maybe limit the electricity to a certain range? Otherwise greifers could drop an electrode into the ocean, and make the whole thing lethal to enter.
Could be useful, especially if it charges creepers and zombifies pigs like lightning. If it doesn't incinerate items like lava or fire, it would be great for mob grinders, and as others have said, it would make a nice decoration.

mmmhh I'm neither in favor nor against it... though it feels more like mod material to me.
Moreover when you suggest something try to make it 'fit' better in the game, for example: instead of making a new animation it could reuse the thunder animation and being electricity I suggest creeper can be charged; also to make it fit more with the other redstone stuff water should just break the electrodes; and 'high damage' is kinda overpowered (consider thunders aren't very deadly and at least in theory they have more electricity), I'd say it should be worst than suffocation though and it should set on fire too just like the thunders.
