Right now in Minecraft, Fishing Poles, Hoes, Flint and Steel, and shears are unenchantable.
It was quite obvious why, but I still think there's some reputation for making these items enchantable.
Fishing Poles
Fishing Poles would have medium enchantability.
Unbreaking: Like on a bunch of other tools, makes it have more uses.
MultiHook: Gives you a chance of catching 2-4 fish instead of just 1.
Magnet: Distracts enemies, and makes you catch fish faster.
Hoes
Hoes would have terrible enchantability.
Seeder: Will give you the chance of automatically having planted crops.
Aqua Hoe: Will give you the chance of hydrated crop that will last a day.
Careful Cut: Will provide you 1-3 wheat when harvesting a single full grown crop.
Seedless: Harvesting melons and pumpkins will give you seeds.
Shears
Shears would have good enchantability.
Unbreaking: Like other tools, gives it more uses.
Careful Cut: Will provide you 2x more wool when shearing sheep, and gives you more leaves.
PaperCut: Will disable skeleton's bows, and make enderman drop their block.
Flint and Steel
Flint and Steel would have medium enchantability.
Heat: Causes slow damage when near fire.
Flame Throw: Can cause you to make a 2-6 block long line of fire.
Fire touch: Set mobs on fire when right clicked.

maybe durability and unbreaking, but the rest sound pretty useless or overpowered.

Unbreaking: Why not? If it has durability, this should be an option. But as an FYI Unbreaking doesn't add durability, it just gives you a chance that the durability doesn't go down when used
MultiHook: Yes, but it can just be called Fortune like the Pick Axe
Magnet: I don't really see a point to distracting enemies or catching them faster. Multihook basically accomplishes this anyways.
Hoes
Seeder: I'd honestly rather not see this, as it makes little sense in any form. Besides, the only time you use a hoe is when you have seeds to plant anyways.
Aqua Hoe: This seems pointless, as no one would want to get this just so they have a chance of being able to plant away from water
Careful Cut: I like this. I have long thought that hoes should harvest more anyways. Right now you basically only need 1-2 wood hoes to be set for life. Can it work on breaking grass for seeds too?
Seedless: I would merge this in to Careful Cut and just rename it Fortune, similar to the Pick Axe
Shears
Unbreaking: Always a yes
Careful Cut: I like, but rename to Fortune like I said for Careful Cut above and for Multihook
PaperCut: I don't understand why this would work on Enderman and for skeletons it seems way overpowered. I wouldn't bother with a sword for skeletons with this.
Flint and Steel
Heat: I don't understand what you mean here.
Flame Throw: This seems like a good griefer tool tbh
Fire touch: I think this should just be in the game. After all, the only difference right now is you have to light the block in front of a mob anyways. But this probably shouldn't work on players.

I concur with Badprenup's comments. I just want to add that I am especially enthusiastic about the Fortune enchantment for fishing poles and for hoes, because I'd like to see some kind of reason to encourage some player to specialize on farming or fishings. Economic variation, comparative advantage, division of labor....

That's exactly what I was thinking. I farm and fish much more than I mine because I find it soothing. Be nice for it to get some love seeing how Jeb has basically said there won't be any more tiers of ore, at least for tools.

yeah, I was just sorta throwing ideas out there. also, I agree with you every bit, but I couldn't think of anything else since the tools needed at least some of their own enchantments.
