In the new snapshots books now require leather to make. Bookshelves have become exponentiially harder to create at a reasonable pace, this relatively simple block being almost outrageously expensive. Breeding, in its current form, is not good enough to get you enough leather from cows at a decent rate, so I believe that the cow's dismal rate of leather drops should be incread to be at least equal to its steak drops by the time 1.3 is officially released.
Having book require leather DID make an all-too-common block harder to make... I think that may have been the point. It was far too easy to make bookshelves before, so enchants became too simple.

Bookshelves are a decoration block that has always required far too much effort to get. It takes a massive amount of wood and reeds to make even a few, which makes the creative use of this decoration block extremely limited.

But it isn't decoration anymore, it is used to improve enchanting tables...

But now bookshelves aren“t only decorational blocks anymore, they have now become a valuable part of endgame enchanting. Endgame, where you most likely have settled and made huge farms for both cows, wheat, sugarcane and wood. Unless you of course rushed straight down to diamonds and obsidian in half an hour.
BUT its not for the books,but because I usually end up getting Iron armor before I get a Leather Armor.
Iron armor is easier and better then Leather armor, so it needs a boost of some kind (or debuffing iron some kind) and making it easier to get seems fine.
I like this idea also, and I think the book recipe should be re worked someway. At least drop the bookcase when broken. Also, I also have almost never had a fullset of leather armor because its way to hard to get and I would have found enough iron to make iron armor before I found enough leather to make leather armor. The new way of crafting books is going to make breeding more useful though.
I'm pretty far on a world that i started after i installed the snapshot. i actually like that you need leather to make bookshelves because it makes leather much more valuable. finding enough leather to make my bookshelves was kind of annoying but it actually gave me a reason to make a cow farm. Getting 3 meat and 3 leather from a cow would be extremely op.
