I've been thinking over this, and I've seen a few other threads (like one about glaciers and icebergs) that have made me think, "Hey, if they do put this biome in, bears could live there!"
I was thinking that bears could live in the forest and taiga, with there being black bears and polar bears. Polar bears are more rare. But they could fish and mill about in the area, giving it a more lifelike appearance. If you killed one of these beasts, you'd get an appropriate amount of XP, and some fur. You would make fur armor, which is better than leather armor, but not quite as good as iron. Also, if some freezing effect were implemented, it could help you stay warm, too.
Search before posting, bears have most definitely been suggested before. I know for a fact Pandas alone have been suggested multiple times in my Bamboo Thread
Further more, we definitely don't need another weak armor between iron and leather. Even if your idea was unique, that suggestion killed it on arrival for a large portion of the community. Just look at all the previous ore, armor, and weapon threads that have come before yours. See how they have all fallen to the same issues because you didn't bother to do a bit of research. The fact is aesthetics is ultimately a fairly weak argument to add a mob. It will get attention to be sure, but without unique, feasible mechanics and resources, it won't have the energy to sustain discussion or support.
And I did do a quick skim over the first page or so of the suggestions page, and I didn't see anything that looked like it.
But do you have ideas for mechanics for bears?
No, my thread is not suggesting panda bears, but it is mentioned in the OP and it was brought up several times. The point I'm making both in the thread and here is I don't have any good ideas for mechanics, I have yet to read any good ideas. Without this, you can't have a thread. I'd suggest posting a topic in the discussion forum asking for bear mechanic ideas first before making a post in the suggestions forum.
I was thinking this would be something that people would add onto if they thought that something was wrong about it. Like I said, they could fish for food (and maybe drop a raw fish when killed), and maybe they could scare away other mobs (not many people I know want to **** with a bear.)
I was planning this to be progressively getting better to a great end solution. I didn't expect it to be implemented as-is.

Feedback is appreciated.
