All villagers can trade to some degree. 26 paper to one emerald, or one emerald to 4 bread. But what if you wanted some really high-level stuff early on, without having to level up and protect the villagers? That is why you would have the wandering trader.
Imagine you are in possession of a large wooden hut in the forest. Night is falling, and you stay inside your safe little home. You are gazing out the window when suddenly, you see a villager between the trees! He looks a bit different than the others, and is currently rushing from a zombie. Quickly, you shoot the zombie from your window with your bow, and let the villager in your home.
This villager is not like the others. He wears a monocle and is a bit smarter than his cousins. You right-click him to bring up his trade menu. Four deals are displayed.
3 emeralds= splash potion of healing II
1 ghast tear= 2 emeralds
6 emeralds= disc 11
4 enderpearls= 5 emeralds
You remove six emeralds from your chest (you live in an extreme hills biome) and trade them to him for a copy of disc 11. You try to trade with him a second time, but he refuses. As soon as the first light of dawn is visible, he departs.
Now that we're done with that little piece of fanfiction, let's get down to the specifics.
The wandering trader only spawns once per night, within 125 blocks of the player. Like normal villagers, he is attracted to doors and light. Unlike normal villagers, he has only five hearts of health, and can punch mobs (excluding creepers) for half a heart at close range. He will only trade with you once he is indoors.
Once indoors, he will make 3-5 deals with you, all involving powerful, endgame items. He will only trade with you once per night, and once day breaks, he runs away quickly, so quickly it would be a waste of resources to try and catch him. Once he is out of your sight, he will despawn, to respawn later that night.
That sounds like a very interesting idea. I've had visions of wandering traders guarded by iron golems, but I'm sure that would be overpowered. I think wandering traders would be good, but they would have to have more than slightly overinflated prices so as not to ruin the game.
On another note - takeaway anyone?
I gave them the ability to attack mobs for half a heart so that iron golems would be redundant.
I had a similar idea in another thread. My idea is that he's just like other Villagers but carries rare items like Diamonds. He would only spawn periodically (like full moon or something) and will eventually despawn (to make it look like he's travelling). Trapping him will not prevent despawning. I also thought maybe he can fight but I'm not too sure if that's necessary.

What do you think? Overpowered, or just right?
