The title pretty much explains what I'm doing so i will just explain the how.
There will be a new tab called "Enchanting" in the tab there is a slot to the far left for an enchantable item. After you place the item into the slot, bars will appear to the right of it. The bars will be the name of the enchantments and when you click on them, numbers will appear under it. The numbers are the level of the enchantment, and the number of numbers will change depending on the enchantment. When you choose an enchantment and level, the the name of the enchantment and the level number will turn green, indicating that you chose it. The other enchantments that can not go with the enchantment chosen will turn red, indicating that you can not chose it. Also, the numbers that you didn't pick for the enchantment will also turn red, because you can't have multiple of the same enchantments on any item. Once you chose all the enchantments and level of each enchantment, you can press the "Enchant" button that is on the bottom of the tap.
You can also place an already enchanted item in the slot of edit enchantments in case you made a mistake and already enchanted an item with the wrong enchantments.
Well if you put it like that, yes, but it would be pretty useless otherwise. Also, they had potions in since they were made (I think) for XP, Health potions etc. I am still sticking to my original post, since there isn't much of a use of a enchanted Sword/Bow/Pick/Ax in creative.
Errr... What? They just added potions to creative last snapshot i believe. You can use an enchanting table in creative without the use of exp (But it takes a crapload of forever to get the one you want) Unless your against potions being in creative, then there isn't much to go against this. They both have almost the same reasons for being in creative.

Adventure maps, cheating, etc. Plus, wtf is the use of potions in creative? Yet they added it.
