I think I'm going to make a series of villager diversity (my first topic on it is found here).Here are villagers that are "cliff dwellers" that obviously live in the side of mountains and cliffs.They don't have to be found in the Extreme Hills biome,but they are commonly found there.They may also be found in the hills in Desert biomes (they will have a small chance of being found there).You can trade with both kinds but for different things.An example would be:the Extreme Hills villagers wouldn't care for trading there stuff for food,but the Desert villagers would love to trade there stuff for food (you try finding food in the desert)..They love it so much that they would run towards you if you are holding food.I don't have any more ideas.Comment for more details for this.
Edit:the mountain villagers have coal,iron,and gold ore that you can trade for.The desert villagers have sand,sandstone,cobblestone,glass,and coal you can trade for.
EDIT2:Due to request I'm gonna add more detail.
1.Desert dwellers would be nomads that travel from hill to hill unless they find an oasis,which then they would stay there.
2.Slightly darker skin color then Steve.God forbid racism.
3.There won't be raids.Sorry,as if normal villagers are able to survive mindless zombie raids...
4.If a house sticks out of the hollowed out mountain,then there will be a wooden platform that will supported by fence beams.
I'm ambivalent. I mean, I'd like to see villages appear in more biomes (in particular, forest and taiga, and maybe jungle) but there are also biomes that should be uninhabited. Hills I think are one. (Although I also think they should take advantage more of the higher height limit, and there should be a treeline and above that snow, but that's another topic.)

they would live in the side of a mountain without individual homes.Think of the Anasazi Native American.
But I agree that some biomes should still be uninhabited. Mainly the 'Snow Biome', the 'Jungle/Rainforest Biome' and the 'Hill biome'.
But, the desert Idea is a good one. You might see them around/near/inside the temples.
Also, please add more detail as to:
- What they will look like
- How will they react differently
- What will their homes look like?
- Will there be raids here to?
- If so, what mob would raid?
- Where will their villages be located
- Would it get in the way
(Personally, I think there should only be 1 village per every 2 or 3 biomes)
(Also, I agree that the villagers in the desert shouldn't have a village, they should be hitch-hiking or something)

Whenever I imagine a mountain village, the houses are on platforms sticking out of the mountain side with supports that go all the way down to the ground.

Anyway, the idea is alright. Something like this would work well for vanilla, assuming these mountain villages had a good amount of rarity in spawning.
