The Enderdeconstructor (In-dur-dee-kun-struck-tor) could be a stronger type of Enderman than now. They would only spawn in The End (About one every 12 blocks). Enderdeconstructors could also spawn in the Overworld if an Enderman is struck by lightning (Like how Spider Jockeys and Zombie Pigmen form).They would have green eyes (like the original Enderman from 1.8), be four blocks tall (one block taller than the modern Enderman), have green particles showering off of them, and have four arms. They'd also be able to pick up any of the blocks the average Endermen can pick up, but instead of one block, they could pick up two! You can anger them by staring at them, striking them, or touching them (if you walked up to one, and your character's body is in someway touching them, they will turn hostile). When they're jaws will open like normal Endermen, but inside their large mouth, there would be green fire. Enderdeconstructors could also throw the blocks they're holding at the player. When they're one heart from dying, they will be able to levitate and float around every five seconds, shooting green fire from their mouths at you. Like ghasts, you can deflect it back at them. If it hits you, and or hits the ground, green fire will be burning the ground. They will also teleport away, and casually charge at you like normal Endermen though... About %60 of the time. When you kill them, they will drop an Ender pearl, an Eye of Ender, and or an Enderchest. Enderdeconstructors, if found in the Overworld, will rapidly take blocks from the environment, and place them back down within half a minute. If they were to be found by your house, they would dismantle it quickly. Enderdeconstructors also get hurt by water, but will not lose interest in you if hit by it. They will try to stay away from it, unless they are on one heart, then they can hover of the water, and shoot green fire at you.

Normal: 1 (One heart lost every two seconds for 10 seconds, or until you reach half a heart)
Hard: 2.5 (Two and a half hearts every three seconds for 15 seconds, or until you reach half a heart)

Nice! But it the "dropping" time limit should be longer. 10 seconds?
You mean the time between it being on the ground, before floating up? 10 seconds would delay it from levitating again. I guess it would levitate for about half a minute, before landing, then wait 10 seconds before levitating again.

You're thinking of Charged Creepers.
Anyways, this idea isn't half bad, but it needs some work and fleshing out.
