Awesome idea! One way you could take care of torches melting the ice in ice caves is "ice torches". You would craft them like normal torches, but instead of coal or charcoal, you used an ice block (which you can only obtain with a silk touch pickaxe). Ice torches would not only prevent ice from melting, but they would freeze water when place next to it. They would also give off a blueish glow that's radius is one block shorter than that of normal torches.
This is a good idea. I always love making things in snowy areas. My "first first" house was in a snow biome! I had an idea way back for frozen caves...in tundra, caves would be created with ice instead of stone. Also, perhaps random snow golem spawning? And also, I think it would be cool to add Runestones. (Viking style tribal markers, road signs, etc). Basically large stone monoliths carved with symbols, kind of like the desert well but in snow biomes.

I wouldn't mind more "life" and uniqueness to every biome. As of now the snow biomes are a bit boring, but not as boring as oceans which could do with more than a little sprucing up as well.

Taiga should also have a more hilly terrain, with more height variation in addition to its higher position overall, and the tundra should be very flat, with more valleys than hills over all though keep the random mountain that can pop up in tundras every so often.
There should also be a Spruce Forest biome, exactly like the taiga we currently have, but with no snow at all.
And a way to generate footprints in snow would be cool, but only in naturally generated snow blocks, so people who use snow for decoration wouldn't have their house messed up.
Maybe in snowy biome villages there should be an additional villager type that will shovel snow off of the gravel blocks in the vicinity of his village. (Y'know, be a snow-plow-man)
