First off I want to say there isn't a single water mob besides the squid, which of course does no damage to you. So I really wouldn't count it as a mob, rather than a neutral creature.
The shark would spawn in the water of course, it would be more commonly seen out in the open, rather than close to the land, but it could still be seen by land. The shark would have about Ten to Fifteen hearts at most or at less, it would also have the same attack rate and damage as a zombie. One thing that is unique about the shark is that it has a chance (30%?) of pulling you underwater, to drown you.
The shark would drop a shark tooth, which decreases the range of notice on mobs by 50%. The downside is that it makes mobs twice as hard when wearing it, so you would have to decide if you wished to wear it, while it has its upsides, and its downsides.

Why is it always sharks? Why is it that when someone wants a water monster they automatically say "sharks", or "Piranhas" or the oh-so-scary "Giant Squid/Octopus/tentacle thing"? Can't anyone think up a more original idea? What about Badprenup's Fanfish? That's originality, and Minecraft needs originality, not cliche mobs that everyone thinks are "super cool".

Underwater NPC villages / fortresses inhabited by drowned zombies that attack you by pulling you under the water.
Water based elemental mobs (kinda like an underwater Blaze).
When it comes to water-anything though the thing I want the most is a boat that doesn't break everytime you come near land... and when it does, make it drop the items needed to rebuild it rather than half the items needed to rebuild it and two useless sticks.
Anyways... there needs to be more water stuff, especially considering we have huge ocean biomes.

Why would it do that? And how do you wear it? I would prefer it if they could be made into shark arrows, which can fly through water in a straight line and will travel twice faster than normal in the air.

Well, since shark attacks are rare, and sharks are usually docile (most attacks the result of mistaken identity) he could make it a neutral mob, that only attacks when provoked or VERY rarely, unprovoked attacks.
Like Neospecter said, I hate how everyone jumps to the most cliche sea monsters. Real monsters like whales, sharks, and pirahnas don't add interest. Minecraft has so many unique creatures, so why don't people try to be unique and think of something new? Or a new take on old ideas?
