There's RAIN, dripping everywhere, and there is no warning that rain is coming or anything like that. You can't just mute the game because you wouldn't be able to hear any other mobs coming up from behind or anything like that.
So I propose a couple of suggestions to improve weather a little bit.
1: Give us a warning before rain starts
The sky could possibly fade grey and get significantly more cloudy before the rain starts because rain is just too spontaneous.
2: Option to disable rain sound and rain in single player.
Basically there would be an option that says:
Disable rain: Yes
Rain sound: 30%
You can enable rain, and you can lower the sound of it, sometimes you might want to hear the rain but not really loud.
3: Make 1 layer thick houses more soundproof
So even if you are in a house thats 1 level and 1 layer you can still hear the rain at full blast. So maybe if your secured in a completely closed house that only has one 1x2 opening(for the door) you shouldn't be able to hear the rain.
4: Add more weather!(More weather means less chances of getting rain but getting other different weathers instead)
Cloudy: would make the sky solid grey, and it would blot out the sun a little
Foggy: Sometimes fog comes without switching the setting, it would bring environmental hostilities to the game, so it would be like man vs nature
Drizzle: Basically cloudy, but with very little rain, and theres no sound in the rain because the drops are too small :3
Sandstorm: It would be like foggy, but only in desert biomed, and when it happens it looks like a giant brown cloud over the desert biome, and if your in the desert it makes a windy WHOOOOOSH sound, and if you stand in it for too long it hurts you because sanstorms can blast your skin off and if you take too much sand in your lungs you would die D: PLUS it would be kinda cool having an underground desert city to hide from the sandstorm. But the sandcloud wouldn't be spontaneous. The biome would gradually turn brown and fade a bit darker, then the sun would be blot out in the cloud, then you would have to either get indoors or underground!
Snowstorm: Only in snowy biomes
It is alot like sandstorms but it wouldn't kill you, it would just slow you down, and it would be the same color of snow of course :3 Get indoors and underground to avoid it!
Acid rain: it could happen anywhere except any biome near a jungle/snow biome
This would be the rarerest of the the rare. Also it would be green :3 .This would only happen in a 1 in 100 chance, and thats a good thing!
Acid rain would make wood planks and leaves disappear and it would damage all mobs, turn grass into dirt, kill all wildgrass, ruin all farm plantations,etc. Stand in it too long and it would kill you too! however this is extremely rare unless activated through commands or scripts or something. This would be really good for apocalypse servers! But I think it would only happen when a biome is far from a snowy/jungle biome, because acid rains wont happen in Jungles or snow biomes :3 Imagine acid rain eating up everything in a jungle biome? CHAOS
Wind: It would happen mostly in hill or mountain biomes, probably snowy biomes too. It basically just makes a windy sound, and you can be indoors to prevent the sound. And if your standing still with will slowly push you in the direction the wind is blowing.
That's about all i could think about. Let me know if you have any tweaks or something.

Suggestion 2 is probably going to be added soon anyway with all the work the Bukkit Team is doing and how multiplayer and singleplayer are merging.
Suggestion 3 is too complicated and I think already happens. I go into a cave and mine and I have no idea it's raining until I come outside.
Suggestion 4 is very do-able, except Acid rain is a little far-fetched. You should definitively put emphasis on adding wind and wind sound effects.
Only other things I'd advise is adding some structure to the OP using bold and reasonable font size to make it more of a easy to follow list and changing the title so Weather Suggestions is prominent and first.

A mine is more than 3 layers deep so you definitely wont hear the rain. But there are houses that are only one layer, no matter how tall they are i can still hear the rain when im up against a wall or right below the top of the roof.
