Currently, there isn't much in the sky, much less above the hight limit. You might think; we can't go above the hight limit, so why should there be anything up there? Well, you can go above the hight limit via HLS, (Human Lanching System) or other words, a TNT cannon designed for lanching. Anyways, when you go above the hight limit, it would be like in water, you would suffercate if you stay up there too long. It makes sense because:
1: There isn't amosphere in really high hights.
2: Something above the hight limit besides flying hostile mobs (Enderdragon, Ghasts, or Blazes) that go too high.
3: Can be good for adventure maps, like a person has to escape from a "no air zone" because it was high up.
And it would be darker and stars and moon would show up like it was night time, even if it is day. No, it isn't about space, although the higher parts can be called that. It isn't a new dimension, nor it would add new mobs or items (although there might be special blocks so you have a reason to go up there).

You mean the Exosphere? (or Exocube, this is MC after all)
I honestly don't see any use for this.
1- You Fly up
2- You can't place any blocks because there are no blocks to place other blocks on
3- You admire the beautiful moon & stars background
4- You suffocate in the cold near-vacuum of the upper atmosphere.
Useless.

First of all not everyone has a HLS. Secondly not much work would be done so high up. It would just be a waste of code. I rather Mojang focus more on development of Minecraft in the features used daily rather than features used rarely.
Hmmm... wouldnt be much to do? And anyway, for and adventure map, you cant place blocks so that wouldnt work
Maybe make it possible to place blocks up there? It isn't like there is a single block above the hight limit, so it wouldn't lag the game.

building a HLS maybe a must , if this was added , maybe a must for completeing the game even
Would give the "pushing" physics that TNT provides that would be useful besides for seiges on castles in SMP.

I'm sure they wouldn't have added an extended map height without a plan to use it. Personally, I'd like to see about a third of the sky height put into extending the ground so extensive caves could be added and the possibility of new ores becomes more feasible (I'm aware there are many other issues but it would help the argument).
