Ever built a house for looks and you use brick on the outside because it looks nice and cozy? Yea, that's great but you get a problem. Excluding basements, most residential houses have drywall or something on the interior. Not a plain brick wall that's the exact same as the outside.
Now, this continues to annoy me. The best solution possible is to make 2 block thick walls. But, that's very thick and windows don't look nice. Luckily, I came up with a solution.
First of all, walls.
We could enable slabs to be placed sideways. Although that means [insert number of slabs] more damage values. Since each block only holds 16 damage values, that won't work. Plus we have to go with the method put in by stairs. That is where a damage value determines which way it faces. If you're wondering, these sideways slabs aren't centered. That way you can have sideways slabs directly beside each other, touching to simulate a single block that has one half as something and the other half as something else.
I suggest a way to save as many data values as possible (for mods). Group similar things together. Since each block can have 16 damage values that means up to 4 similar block types can share a single data value. Here are my groupings:
All 4 wood colours together
Cobble, Smooth Stone, Red Brick and Stone Brick Together.
Sandstone (possibly with smooth if smooth sandstone slabs are added)
I believe this covers the most common materials for wall building. They're all grouped together to save data values. Groupings such as this also solves the pre-1.3 pre-release wooden slab problem. If you (for some reason) don't know what the problem was, it was this:
Wooden slabs (and less commonly known) and sandstone slabs were as strong as stone in all ways and wooden slabs needed a pickaxe. If they're assigned data values in groups like I have described then this problem will be averted. Wooden slabs act like wood!.
Also these sideways slabs have a different crafting recipe. This way we don't need a slab item to place the different slab types. Again, saving another data value! Sideways slabs will be crafted with 3 or the block in a vertical line. Because we now get a different block we don't have to place them against a block. We can just place them like any other block.
In the end this allows for thinner walls between house rooms, better looking interiors and a way to make smoother arches.
Of course, now we have panels, like in the tags. Panels are even thinner than sideways slabs. Almost like a pressure plate, except on a wall and covering the entire face of the block. Panels are meant to give a little more depth to walls. The are crafted with 3 sideways slabs in a vertical line and you get 9 panels. Panels are basically pressure plates on walls except they don't transmit redstone power, and cover the entire block face.
Due to the fact that they are like pressure plates they have about a pixel's worth (a pixel from a 16x texture pack) space sticking out. However they have no hitbox. This is for purely aesthetics.
Of course windows now, when the exterior is brick and the interior is wooded panels (for example) the window frame would be brick. I for one, think this is a tad bit strange looking. Windows with frames can be crafted to solve this problem. Essentially a cross with the center block as glass and the other 4 blocks as the material for the frame.
Only one data value is needed (unless more than 16 different materials for frames are needed) and the recipe produces two windows with frames. They're the thickness of a glass pane and act like one in that they connect to surrounding blocks and other windows.

As for the idea, I don't believe sideways slabs are a good idea. It would be an overly complex way to build a wall (with the data values) and would be ruined by placement problems (you shouldn't have a new item, that's just a very bad attempt to "improve" the suggestion).
As for panels, maybe. As for window panes, no. You said yourself:

So why not use a glass pane?
Honestly, the cross-shaped windows start looking corny after a while.
Huh. I do that too sometimes, although it's not very nice. As long as the thread is well written, I don't care.
Anyways, that's pretty good! But unlike you, I don't like using brick. I think wooden planks are better. Still, that would improve housing a lot!
