Love this idea. The ammount of times I have to delete a world and re-load it to get a starting biome I like. Seriously; how many snow biomes are in this game? >_>
This would really be something nice added into the game so you could choose like what kind of biomes you want to spawn in, or what biomes you what around your spawn, and choose specific biomes.

that's the main idea of it i got sick of having all these biomes i didn't want in a world so i thought it up
You can do something very similar right now with Mystcraft, but the worlds/dimensions it generates do not have the same style layout (oceans do not look like normal oceans, boarder biomes do not fill in, techincal/interior biomes are treated as distinct).
The current system does have, as someone mentioned, the whole issue of "The first pass determines land versus ocean". So what you need is "Ocean space is filled in by which biome:", and a choice: either a single biome, or a set of biomes.
In other words, one set of biomes for the space currently defined as "land", and a second set for the biomes currently defined as "ocean" -- with the possibility of using different things.
Imagine all the oceans turned to dessert.
Imagine oceans with giant hills in the middle of them.
(In regard to a mod that gives realistic animal genetics):
Would you really rather have bees that make diamonds and oil with magical genetic blocks?

That's a good idea, you could have a certain biome with a green tick or cross, so that it is designated as the spawning biome
