Birds: When a tree spawns, there's a chance (1/500? on all, 1/200? on jungle) that a nest will spawn on top of a leaf block. Then, the birds will spawn from it (having around 3 different textures to randomize thru) and will fly about that area and occasionally fly back to the nest. Now, these birds come from nests (which are actually disguised spawners) and will indeed despawn (just like an aggressive mob will) if they are 40+ blocks away from a player for a certain length of time. This would allow for no serious change in the games functionality, as only a set amount of mobs can spawn per chunk, and would allow the player to both create (indirectly) and destroy (directly) the spawners for birds.
I think the idea is good and is considered enough to allow for no real change in spawn rates for all other mobs. And, much like the silver fish mob, they won't drop anything but XP upon death. What do you think?
Why did you put PASSIVE in your title? Why do you have to put the word passive when we already know that birds won't attack us?

Just that he doesn't say a purpose doesn't mean it doesn't have one. We aren't here to say that we agree, we're supposed to build upon the suggestion and make it better. Maybe he forgot to mention it. What I think could be nice is that the birds drop blue feathers (I somehow think of them as blue) that can be crafted to make Aerodynamic Arrows, or AeroArrows for short. They fly much farther, almost in a straight line. And when you break a nest, it will drop 1-2 eggs. The eggs can be used in normal crafting recipes but are necessary to craft bird nests. They are crafted like this:
The diamond is a bird egg. This will act as a "bird spawner" as mentioned in the OP, but will only spawn three birds at most. The birds will automatically breed and make more, but if there are less than two birds they will die out. And a bird will also "migrate" to other nearby nests if there are three. A newly placed nest will have no birds in it, and needs to be populated.
Also, you can attract birds with seeds and they will follow you and leave their nest. So you can send birds over to your homemade nest from 50 miles away. Also, they can be tamed with 2-3 seeds to make them follow you, which doesn't do anything.

I put passive in the title so people know that they aren't vultures, eagles, or any other sort of large or aggressive bird; we're just talking sparrows, finches, what-have-you. They don't attach and can even be skittish like the ocelot.

As this is all very well thought out and good, it's not really what I was meaning. See, I was trying to avoid the crafting of a nest, simply because it doesn't make actual sense. Secondly, I believe the purpose in these nests (acting as spawners, yes) being generated at random with each leaf block type, would be in order to not effect mob spawn rates as the game is now.
Now, yes, I'm aware that this WILL, in fact, effect the spawn rates of all other mobs. But, I also feel that implicating the chance of a nest to spawn in a tree, and the ability to destroy said nest is key to making this addition possible. If we can just craft the nests and can do things like tame them and move them, it's all just too complex and bogs down the game. I'm simply suggesting the birds for atmospheric enrichment and the possibility of either the bird or the nest dropping a rare item. Even if they could simply drop, say, that blue feather which would fly farther and straighter. (Speaking of, everyone's seen the second, coloured arrow in the texture files, right? Why's there no use for that yet? )
