This is actually a problem on both sides, and something that we all have to collectively stop doing. Can we all please just kill this and make everyone's life happier?!
Carried baggage is a coined term where you carry your feelings and emotions from one thread to another.
In terms of a suggester, it would come in these delightful little reeking balls of crap:
"zOMG here's my suggestion, haters stay out of my suggestion!"
"POSITIVE SUPPORT ONLY!"
"If you're yoshi9048, stay out of my suggestion!"
"I don't know why I'm posting this when you haters are just going to blam it but here!"
"I'm posting this because the stupid mod locked my last good suggestion!"
In terms of critics,
"Not you again!"
"Your suggestions always suck, you need to stop!"
"Oh, look, yoshi9048 actually made a good suggestion for once!"
YOU'RE INVITING A FLAME WAR!
You immediately set your suggestion up to fail, or, as the critic, immediately set yourself offtopic. If you have a problem with somebody, put it in private message. Seriously, no one wants to see your dirty laundry.
Also, I don't know about anybody else, but when I see a suggestion mentioning Notch adding something, I get annoyed. They obviously don't know that he no longer works on Minecraft. Maybe add a section called Don't live under a rock.
Or something like that. You could add it in to the "do your homework" section.

Yeah, I'm gonna side with heyimaperson on this one. You don't need a large paragraph to explain something simple. Let me give a forced possibly comedic example:
Yo what it do guys! I'm a pretty cool suggestor! The game should have it where you have more colors of cows. Just imagine it! You look over on the horizon and see brown cows! And then you go in a cave for like an hour but come back out real quick but like like you go in the cave again for an hour and you come out again and u see a white cow OMG! and then and then and then later when u lieave your house for a bit u see maybe a reddish brown cow oooooohhh and the-
2 to 5 paragraphs on details about your new mob or item, about 3-4 paragraphs on game mechanics, and 1-2 para. on a new block is almost always enough. Don't make it like 10 paragraphs on, let's say, just a new villager profession and structure. If you do this, well, some people will not realize the true awesomeness, or crapiness of your idea. Think: shorter, but more detailed.
Your idea needs to be as long as it needs to be to properly convey the idea. If it takes you 10 paragraphs to explain it properly, so be it.
Forcing some idiotic arbitrary limit does nothing but hamper creative freedom, disavow ability to communicate, cause increased confusion, force the suggestion above the target reading level (due to diction); and to improve clarity, increase bloat. Simultaneously while also not addressing why commonly lengthy posts are so bad. It's like getting rid of toasters because someone decided to bring one into the bath tub.
If you're going to give advice, give advice that targets the problem and not the symptom.
I agree, this is a perfect example of way too much information that is unnecessary:
[Link redacted]
This is a perfect example of carrying baggage. That poster probably got lambasted enough on the thread in reference without you carrying over other posters from a stickied and well-read thread.
What we have here is online bullying. Except now we're dealing with mob bullying which is much more aggressive and far harder to overcome. It's also an example of complete disrespect for your fellow poster.
Stop linking to "examples of bad", and recreate a scenario without names if you must; otherwise you're no better than the one you're putting on the stake.
Yes, that is true. However, sometimes ideas are much longer than they need to be because the OP has put unnecessary information in. However, I guess that is already included in the guide somewhere.
Also, I apologise for what I did. Please forgive me, and I will not do it again.

This is true, but I think what heyimaperson is saying is not to add too much senseless detail that drags on to the point where it doesn't boost the idea.
If you need a lot of detail, then so be it. For example, 0_Zippy's thread on Nether Villagers, http://www.minecraft.../topic/1080367-, is a good example of how one may need more paragraphs to explain an entire idea. Of course, if you have a simple idea on say a block of mud, you don't need 15 paragraphs of useless and frivolous prose. A simple:
MUD
Mud is a new environmental block which is formed when raw dirt comes into contact with a water block or a another mud block. The mud blocks are essentially solid water blocks and thus have 16 data values. The mud calculates its water value based on its proximity to the water and other mud blocks.
Mud looks like a darker dirt block. It is the same visual height as tilled soil and slows the player down. The player will sink 5 pixels down into the mud when walking on it and jumping is severely reduced.
Mud can be used to water crops is a simpler manner as well as be a slightly easier way to get a block that slows you down.
Don't ignore criticism while only responding to supporters. Thank you, Zippy Spoiler:
It's a bit sickening when you constantly see the OP reply only to people who support the suggestion by telling them "thx for da support!" and on top of that, the OP completely acts like the posts that give criticism and possible fixes for the suggestion were never posted at all.
This is called "selective reading", and it's a horrible, horrible habit to get into if you want to post suggestions here. Chances are, your suggestion probably won't be 100% perfect on the first try, and when some people point out the obvious inarguable flaws in your suggestion, take advantage of that.
If you keep playing the "no I only read wat I wanna read" card without fixing your ideas, you're just gonna have more and more people come in your thread and state the suggestion's flaws. You don't want that. You don't want those slaps on the hands to stack up like that
Reminds me of Mojang and its community.

Before you judge a man, walk a mile in his shoes; after that who cares? He's a mile away and you've got his shoes!
"Let's take a mechanic we're all familiar with, then change it completely!"
I will never, ever understand why people make suggestions like that. Most of them are the basis of retarded joke threads.
"You know how we can just make stuff at a crafting table? Well I think we shouldn't have it like that because... that's what I think! Mojang has to make it so we have to find a blueprint from hostile mobs first, and then we can craft stuff. Even the crafting table itself! So we have to kill mobs with just our fists for a while! Auuuuggh we need this!"
Totally man, Mojang is gonna take one quick skim of your suggestion and decide "well this guy thinks we need this, time to suddenly change this mechanic now!" Your brain, use that.
If you're gonna suggest a mechanic rehaul of some kind, at least try to give it a positive and reasonable tradeoff, instead of taking something that was already set up perfectly and smearing doodoo butter all over it for no reason.
By the way I think another rule should be added: DO NOT SUGGEST ADDING HEROBRINE. That creepypasta has now become a meme, so it can no longer be taken seriously.

That is already in there something, just not specifically "Herobrine". Adding it would be kind of unnecessary.
Here is what it will be:
Reposting your suggestions if they got locked.
Oh and can you please put a nooby example with bad spelling, they are funny lol
This is not always bad. If it got locked for being vague, and they repost a really detailed version, It's not bad.
