I think that moderators locking posts for redundant ideas is terrible. Sure the person who posted it posted something that has been suggested a million times, but what if that person explained it differently that made it stand out from the crowd of redundant posts? I have one with obsidian that was really good until it got locked. Think about it.
Actually, there is an existing exception for when a new approach to an old idea is given. However, it has to be a truly new approach, and not simply a minor variation on the same core concept. If you feel that your idea had something truly new to bring to the table, you can always make your case to either the moderator in question, or someone higher up the chain of command. However, if your thread was locked, it is highly likely that it did not bring enough new to the table to warrant a separate discussion.
For example, creating Obsidian tools by filling a Cauldron with Lava, tossing in blocks of Obsidian to get liquid Obsidian, and then dipping in Diamond tools like candy apples might be a new approach to crafting, but wouldn't really be a new idea if the end result is still just a superpowered set of black tools. (Not saying that your idea was like this, as I haven't read it, just using it as an example.) To fall into the exception clause, something has to have an entirely new approach to the concept. For instance, if we use the Obsidian tools example above, suppose that rather than giving you a powerful new tool, it made the tool unusable, but you could give that unusable tool to, say, an Enderman or Iron Golem, and they would use it to work for you. That might or might not be a better idea than making powerful tools for your own use, but it would definitely be different, and as such open for discussion.

Also, agreeing with Anon, adding in possible reasons for consideration.
1) There are over a million people playing Minecraft, Each has a million ways to improve Minecraft. A Million millions is a trillion. Theoretically, there would be a trillion posts to weed through. If redundant threads were not locked/burned/killed; this entire forum would be unnavigable. In it's current state, it's slow and unresponsive on occasion.
2) It shows and ABSOLUTE lack of respect for the posters that came before you. If you come up with an idea for obsidian tools and someone three weeks ago said the same thing; it is NOT your idea. Is it their idea? What if there was a poster 3 hours before them that had the same idea? What if 30 ideas were made. Who gets the credit? A little respect goes a long way.
3) It actually HURTS the suggestion. If 30 people make one suggestion, you have their 30 voices spread across 30 threads. There is no singularity. There is no consensus. There is only spam! Meanwhile, if one person makes a thread and 29 others VOICE IT, then it is a powerful thread which may actually attract enough attention to survive the inevitable disagreements/discussions/flames that come with it.
The third reason is probably, by far, the most important reason why redundant threads are locked.
I think you should be good with one thread, given that you make it very obvious that your list of smaller ideas all relate to each other, or relate to the same big picture.
Thanks, in my head most of my ideas make perfect sense when put together under the "Everything has to do with adding new NBT tags" but your post made me rethink how close those ideas should be in order to qualify to be in the same thread, I'll probably end up sorting through and making two or three threads to get everything out (splitting between NBT Tags for Items, and another for Mobs). It might take me a while but I plan on giving pictures to drive the ideas home, which might take a little technical wizardry to make my suggestions more obvious.

Technically, "idea farm" posts are against the rules. They fall under "lack of content". Honestly, though, they're a pet peeve of mine as well. It's fine to ask for areas where things can be improved if you have a well-established concept to start with, or if things obviously need revised and you're polling people on what changes they would make to the base concept. On the other hand, "I think this need improving, but I have no clue what would make it better..." well, that's just annoying. Obviously, if someone has a good idea, they will make a suggestion thread. Asking other people to do all the work for your suggestion, though? That's not just lazy, it's rude - like, "Please let me take all the credit for your having good ideas." rude.

Even if people disagree with a fully formed suggestion, they won't disagree with you. If you take your time to do due justice to MC and you show you actually care about this thread, then your future threads will be that much more agreeable.
There's also a bit of... how shall I say... post bias. This is for a good reason, despite the fact that it's discriminatory. As an example, I have over 5000 posts, this means I've survived 5000 posts without getting banned (oh, I got really close on more times than I can count), but people tend to gravitate toward well-established posts over "Newly Spawned" players. Don't let this get your panties in a twist though. Just by being active in the suggestion forum, you'll get your post count into the hundreds :D.
