Have you ever logged into your survival map, only to realize 20 minutes later that it's still on peaceful from when you were in your test world?
I'm sure this happens to the best of us...
I propose that map difficulty should be saved in the map data. This would allow maps to "remember" what difficulty they're set on, even if you log into another map and change it's difficulty.
Current Scenario: You're playing some Vech's Super Hostile (on hard, of course ) and log out to test a Creeper XP farm you're making. Too bad it's impossible to build with all these damn slimes hopping around everywhere... So, you switch it to "Peaceful" and build. You figure out your flaw and log back into your game of Super Hostile. You fix the trap up, and wait for a few minutes to see it in action. Minutes go by as you wonder "Where are they?". Finally, you open up the trap to see if some pesky block is in the way. Nope, it's all clear. You lean back in your chair, puzzled. Then you realize, "I haven't seen or heard any mobs in a while....". You facepalm as you switch it back to "Hard".
Ideal Scenario: You're playing some Vinyl Fantasy(on hard, of course ) and log out to test an Enderman XP farm you're making. So you log out and into your test map, but it's different. You hardly notice the lack of Slimes as you perfect your trap. The map is already on Peaceful. So you log back into Vinyl Fantasy and quickly fix the trap. You can't really take your time because the second you log in, they start spawning. A "you" from the past would be speechless. You're not. Why? Because switching difficulties is a thing of the past.
You: "Oh Brett, what an amazing idea! I approve ! How can I help this idea take off and hopefully become a reality?"
Me: "Well, a bunch of ways. The easiest would be to simply hit the button down below. Also, putting something in your signature with a link here would be awesome (I'm working on one ATM)."
Funny. I thought I had posted this exact idea before, but cannot find it. I agree -- default difficulty should be a function of the world.
Note that for multiplayer servers, IT IS. I don't know how the new snapshots work, but SMP doesn't even have the concept of peaceful -- all it has is "don't spawn monsters normally". Monster spawners still work, and existing monsters won't auto-poof.

Would you really rather have bees that make diamonds and oil with magical genetic blocks?
