The interpretation book (sorry if I spelt it incorrectly) is a book that will help you to understand the words on an enchentment table. This is really usefull because you can only enchant one time so if you want like a fire enchantment you get a sharpness enchantment you can choose. To craft an Interpretation Book you need 2 Bone Meal leather (3 bonemeals in a row makes a single Bone Meal leather) and a book between them.

I had an idea about this, but it'd be much harder to get than the interpretation book. It'd require you to travel to the Nether and possibly, The End. It's called the Decipherer. Two or three of the things used to craft it are findable in the world, at least one can only be found in a random loot chest in Nether Ruins. (It spawns rarely in them, very rarely.) It'd be made with obsidian, a diamond, gold, the unnamed item that would give it's magical element, and either a nether ore or another item or block in a plus symbol. Why so much harder? Because finding out what's being said/ picking the exact enchantments you want should take an item that's really hard to get. This idea sounds too way easy to get. (Three bonemeal? Really? That'd just take one or two skeletons, granted the first doesn't drop bones.)
