I love this idea. It adds danger to the ocean, a reason to be in the ocean, and a new redstone block that has many practical applications.
Perhaps in water, the fan block could create a water current where there are source blocks, so that there's a way to easily control water currents in multiple layers of water?
Genius. I'm adding a whole section on what happens when a Fan Block is submerged (It becomes a Current Block). Stay tuned.

I love this idea! The fanfish is a fairly goofy design (which i mean in the best of ways), and the Fan Block would have so much mapmaking potential. Not to mention the fact that oceans will have something interesting inside them for once!

I think Mojang already decided against hostile water mobs. But if the whirlpools couldn't hurt you, it could be added!
That is a possibility, but if I recall, they said no to hostile water mobs only because moving in water can be cumbersome. If that was change then I don't see why the whirlpools couldn't hurt you. Besides, they are fairly easy to kill, you just look down and hack away at them lol.

Feel free to take a shot at texturing it, that would be great! The images in the OP show the exact dimensions of the mobs in pixels (each small square is one pixel). As for how it should look, feel free to take complete creative control. Texturing isn't my strong suit so anything you can come up with is likely better than I could do.

Sure. Or bright blues/greens like teal or seafoam. You could even use blues if you wanted to because the fish would always be near the surface, but not too much blue or too dark of blue.

Ah, I know what happened. Both are correct, but the top view appears that it has an extra pixel. This is because of the angles of the blades. What you actually see is the side of the blades, because each one is one pixel thick. The top angle just makes it appear to have an extra pixel on each blade. Here are some clarifying images of just the blades:
As you can see, the smallest part is 3 pixels wide, the next part is 5 pixels wide, the widest part is 7 pixels wide, then it tapers off to 5 pixels wide. The entire blade is one pixel thick.
As for the rotation, each blade is rotated Positive 45 degrees around the Y axis and they are distributed evenly around the center (so each blade is rotated around the center 120 degrees more than the one before it. This puts them at 0 (360) degrees, 120 degrees, and 240 degrees)

Now that is a unique mob. Minecraft needs more things like these. But the best part is how you are supporting more/ the missing potions with the water breathing thing.

But why not just make the fan block look like a resized and retextured fanfish? You are using it's scales, and the fanfish model, from what I can tell, is so conveniently proportioned that it would be an easy transition.
My limited knowledge of Minecraft's mechanics does not allow me to immediately recognize the whirlpool as possible, so assurance would be welcome. Other than that, you have my admiration and full support.

As for the whirlpool, there isn't a reason I can think of that would make it not work. If the whirlpool is an entity it should be able to control another entity without a problem. It's basically just causing any entities that collide with the whirlpool entity to spin around their Z axis and be pulled downwards.

Could be useful for water traps and mob farms.
Thinking about it, I could develop some kind of suction power like that if it is hooked up through a comparator. I'll think on it.
