Like it says on the label, folks.
Shelves would have a right-click interface that opened up a horizontal 3-slot GUI filled with mundane books when first placed, but could not be replaced when removed (that is, regular books would not be accepted back into the slots). However, both book-and-quills and signed books would be accepted, and would remain in the shelf just like in any other inventory, like a chest.
Side note, the enchanting bonus granted by bookshelves could potentially be reduced by 1/3, and then multiplied by the number of books in the shelf - signed books grant double the bonus. In this way, you could fill bookshelves with signed books and require only half the number of shelves to reach level 50.
...The enchanting part isn't necessary, it was just kindof an afterthought.
