Quadrant Section might be a possible addition although I don't see anything special about it whatsoever.
Condition Section is probably impossible since it is related to weather. Weather is not related to map generation in any way.

Well Quadrant Selection would be more for creative mode so users can basically create the landscape to their liking so that if they want beach, taiga, etc as their spawn point or as their surrounding area they can.
I understand that the weather factor would be difficult so that would no doubt be a much, much later add if ever used. However, the time factor could be easier since even server owners have the ability to change day/night length with certain mods.
How would you have an all river world?

I just attempted to add a signature with two examples, hopefully it will show up. Basically it would be a grid and while you could only select the biome types for the area within the grid, since you'd spawn somewhere in that area and the rest would be randomly generated. The grid I created has four master sections containing four individual sections. The whole selection grid will be the same size/visible when using a Map within the game.
1) Quadrant Selection (4-10 Quadrants): for each quadrant a biome can be selected from the following lists.
A. [Biome Types: Forest, Tundra, Jungle, Desert, Swampland, Plains, Extreme Hills, Taiga, Ocean, Mushroom]
And/Or
B. [Technical Biomes: River, Frozen River, Frozen Ocean, Mushroom Shore, Beach, Extreme Hills Edge, and Hills]
2) Condition Selection (Often or Consistent Condition): the ability to selection a certain condition, weather or time related such as the following.
A. [Weather: Rain, Mist/Fog, Thunder/Lightening]
And/Or
B. [Time: Night, Day, or possibly Sunrise or Sunset since there are different coloring to each]
