I move that when noteblocks are placed atop "End Stone" or "End Portal Frame" then the noteblocks instrument changes to an airy string instrument, which in the lower settings sound like strings and the higher settings sound almost like a synthetic choir.

I guess it could go either way. The reason for my choice is that gold is more of an electrical/decorative item (shown by its uses in real life and the powered rails) while iron is used mainly for its strength. You can't really have a beep without electricity, and a bell won't last very long if it's made of an easily broken metal.
Maybe the beep should last as long as the noteblock is powered without stopping after a set time.
Bedrock should make vuvuzela noises... No, that's probably a bad idea.
But sure, more sounds for note blocks would be nice.

Anyways, I think that if a note block is placed on Netherrack (Unless it already has a sound, then nether brick), it should make a rumbling bass type sound. Also, Noteblocks on Jungle Wood/Planks should sound like a trumpet, jazz style. I'm literally just thinking these up as I go.
