Thats actually a pretty good idea! But they should take away Arthropods because a wasted like 25 levels on enchanting my sword and I got Artropods lV and now I can kill only spiders and silverfish, but I never ever seen a silverfish in survival so it is pretty much only good against spiders.

Potions work better for speed, poison, and healing. Speed can go either way, but since it already exists as potions and as sprinting (and if you've seen the "Light Speed" video, both at the same time ) it makes no sense to make it an enchantment too. Poison in the game is more than likely the hardest thing to survive. I've personally died plenty of times running into cave spiders. It does it's worst in PVP. At least when it's a potion, you have a limited and small chance of poisoning the opponent with the splash potion. With a sword, it's hit once or twice, wait, kill. Healing I thought was obvious; it makes plenty more sense to have a healing potion than a healing chestplate. It seems common sense.
As for the others:
Blackout 1 - Swords - When you hit an enemy, their screen goes black for a second Pointless since mobs don't actually have a screen per se. It may be possible to "blind" the AI momentarily, but they're already pretty stupid as of yet.
Health Drain 1-2 - Swords - When attacking a mob/enemy, you steal 0.5 to 0.75 health of the damage dealed I could see this being a good idea.

Water Gift 1 - Automatically fertalizes crops This has been suggested before, and I do support.
Spread 1 - Hoes all surrounding dirt/grass around the hoe'd block It seems bad if you don't have a specifically designed farm. So no.
Dropping 1-3 - 10% to 30% chance for melons or pumpkins to drop their seeds But you can craft them into seeds already? What's the purpose of this?
BEFORE ANYONE POSTS THIS AGAIN, I KNOW THERE ARE EQUIVALENTS TO POTIONS HERE, BUT IM TRYING TO SHOW THAT POTIONS WON'T BE NEEDED AS MUCH! Definitely not an excuse. If they exist in the form of potions, why should there be an enchantment? It's like saying, "Hi, we made this feature. Now ignore it completely and focus on this slightly cheaper equivalent".
I'm assuming the whole "so potions aren't needed" argument is because you, specifically, don't have a brewing stand, or you wasted your Netherwart, something to do with you not having potions. There isn't really a reason why you would need enchantments over potions unless you didn't have potions in the first place, you see? So, please stop making that argument. Give us reasons why these would be good, and don't say "so you don't need potions"

The poison enchantment doesn't have to last a long time; maybe only with a certain chance, and short enough to do around a heart of damage.
Potions are unstackable, and require you to brew them every time. (In addition, because splash potions are nonrenewable, I personally don't use them much.) It would be more convenient to simply hit the enemy as a reward for farming tons of exp instead of having to scramble all over your inventory. I can easily make potions, but would rather have an enchanted sword.
