Essentially, we have lots of biomes. Jungles, Deserts, Forests, Taigias, and the never-ending Oceans. However, some biomes are missing. These include Ice Deserts, which used to cause a problem with the terrain generator.
The first new biome - The Ice Desert
Truly barren, having no trees, tall grass, pumpkins, flowers, or even actual grass, it's essentially an empty area that's quite flat and covered in snow and ice. Things do not grow there naturally. Anything planted on farmland will grow at half-speed, and may turn into seeds halfway through its growth. Any water that exists anywhere in this biome (except below Y 25) will freeze instantly, even with cover. The only plus side of visiting is that certain things, like ores, are a bit more common. Another subperk is that only one mob spawns ever in this biome, and that is the Penguin. It's essentially a chicken that spawns in places too cold to support many life. It does take fall damage, but cannot drown. These biomes are quite rare, and usually near Taigias or Tundras.
The second new biome - The Burning Plains
A type of plain that's full of fire and lava. There is absolutely no dirt in this biome. Zombie Pigmen spawn here, and so do Magma Cubes. However, the terrain is less odd than the Nether, and is more like a normal plain biome, terrain-wise. It's very unsafe to enter here without fire resistance and armor. Luckily, it's always on an island, like Mushroom Biomes. It should be noted that the game should be coded to prevent spawning here.
Any more ideas? These are the two most reasonable ones I can think of.
The Ice Plains sounds a little plain. It would be much improved if it were some sort of glacier biome with ice spikes or something, I dunno. A flat plain of ice sounds boring. (Penguins are nice, though)
As for the lava plains, they sound too extreme! I believe the overworld should seem normal, with normal-ish terrain. The point of other dimensions is to offer exotic, crazy areas to explore.
How about the Burning Plains are replaced by a large biome that is more rocky than others, but a bit flatter?
Oh, and the Ice Desert isn't entirely featureless. It could naturally spawn igloos or something.

Common sense dictates: No. Bad idea is bad.
Every existing biome has something to offer (Plains = open space and animals, forest = birch & oak trees, desert = sand and sandstone, taiga = pine trees, snow & wolves, jungle = jungle trees and ocelots, ocean = squid, fishing and water, etc...). Your Ice plains and Burning Plains are unlikely places with quite literally nothing useful about them. They have slow growth (a no-bonus) and is probably a pain to code for the mojang team.
You also failed to say what the ground is in the Ice Desert and Burning Plains. In an Ice Desert, is it gravel? Sand? Snow blocks? Dirt?
Burning plains have no dirt. Then what DO they have? a square biome of pure lava? Stone?
