This biome does not have much to offer on the outside, however it is quite rich on the inside.
Within the biome is more minerals such as coal iron and even dimonds, however it is a mobscene, literally. Mobs have a greater chance of spawning there than anywhere else.
Biome description:
The plain is quite flat, but there is no water or fertile land, good luck finding a pig, or even a sheep. The soil looks dead, the wood you cut turns into groups of sticks instead of actual wood and the trees, yeah they're dead looking.
Ammendment I: Players believe young trees in an underground natural cave should grow providing some mythical and somewhat gloomy appeal.
Perhaps in these caves odd trees grow, they grow to be oinly 3-4 blocks high and grow special leaves some luminance should grow under the rotting earth area. Perhaps using shears to cut the glowing leaves could give the player an alternative to using an excess amount of coal and sticks.
It doesn't look to positive, but sometimes you have to get deeper to make it happen.

If you spawn there, you're screwed, because if you don't have wood, you can't make a pick
But since it's hard to spawn animobs there, sooner or later, they'll leave the biome
Which makes it balanced, so ...
Possibly to make it easier for spawning, there could be underground forests only under the rotting earth =)
that wouldn't make it easier, because you would need a pick to get down to the forest, unless you manage to scramble through a pitch black cave to get to it (again, no pick to get char/ normal coal) Also, the underground forest wouldn't be as cool if it's a definite under the rotting earth. think of it like spider jockies, or mushroom islands. The less often you see them, the more special they are when you find them (and murder them, in the case of the jockey)

Crystal caves that have many chests with diamonds and other rare items. They would also have glowing crystals scattered throughout it and any block placed down in it would be given a glowing rainbow aura! And maybe crystal animals. Oh yeah, I forgot to mention it would be monster-free!
i think the best idea to add on to this would be to make it so that it would be impossible to spawn there. that would get rid of the first night problems discussed above

How about instead of it being a biome it would be another world with this and you have to make a certain type of portal to get there to rule out the spawning there problem

I love this idea!!!!!!!!!!!!! !!!!!! wait hold on, WHY are the forests underground? This would only work if it was a new type of tree, maybe with brown vines instead of leaves.

But its harder to actually live there
