My suggestion is to add a potions that benefits potions effects.
When used the player will get a +5% increase on potions used, but only on yourself if you used one. Say you drank one of those potions then drank a extended potion of swiftness. Instead of the regular 8:00 you would receive 8:24 instead. But say you threw a instant damage potion at someone they would still only receive the base damage because they haven't used the potion. Therefore it couldn't be abused as a weapon easily.
Similar to skyrim how you could use potions for enchanting and use enchantments for better potions, the potion would benefit itself. The potion would always add 5% unless being used while one is already active. The effects would also round down so they wouldn't stack too quickly. A single potion would last 20 seconds and 30 seconds for extended. Example: 20 extended potions would give +150% and roughly 16 minutes of these effects.
This could be good and bad though. A health potion would completely heal yourself but a instant damage potion thrown by an enemy would kill you. Potions with time based effects would only have there time increased not the damage as in a poison potion. But potions with instant effects would have the effect increased like health potions. Being used in player combat would be risky and therefore not OP.
Water bottle => Netherwart => Lapis => Potion of Potion effects
Netherwart could be replaced with anything later it's just that all potions use Netherwart at the moment so I wouldn't include anything different. Lapis doesn't really have a good use so I decided to put it here.
Potion color would be a blue neutral looking one as the effects can be positive of negative. Textwould be grey instead of colored. Icon while in inventory would be a water bottle.

Retired StaffExactly what i was thinking
Being able to stack it infinitely seems like going overboard.
Is that bad?
