It would use paper cartridges (which I'm not going to discuss right now)
Right-clicking would ready it, and releasing right click would fire a bullet at about 70 blocks per second, a bit faster than the bow.
A bullet could deal 13 damage, 4 more than a bow, or 6.5 hearts.
Once you had fired it, you would have to reload it by holding the RMB for about two seconds. Reloading would not consume ammo, instead firing would. Removing the weapon from your hotbar would unload it.

I have an idea for a placeable gun called the mob cannon that would be mostly an Easter egg, but still have some practical uses. Its main function would be to shoot out mobs at high speed, using their drops as ammo. It would be crafted like this:
B= iron block
O= obsidian
T= TNT
BBB
BT
OOO
They could be placed facing any direction. Right-clicking on it would open a GUI with one slot for TNT and another for the ammo. The cannon would fire when activated by a Redstone charge, only if properly loaded, but it would have a 20 second cooldown period to prevent griefing. The mob fired would depend on the ammo. For example:
Rotten flesh-->zombie; inc sac--> squid; gunpowder-->creeper; pork chop-->pig; iron ingot-->iron golem; etc.
The way this would actually work would be that the mob would be spawned in front of the cannon (think dispenser with spawn egg), but with a high initial velocity directed away from the cannon.
This would probably be used mostly as an Easter egg and mostly in Creative mode, but it might have some practical applications, too. The high cost to craft/fire it balances out its potential overpoweredness.

Also, if you're imagining that people will use lasers or something as a replacement to guns in the near future, they most likely aren't. Electromagnetic weapons are generally highly inefficient as lethal weapons compared to modern firearms.
Beam weaponry is around the corner though; improvements of nanotechnology and advancements in technology allow for eventual handheld usage of lasers. The hard part of lasers is that they're incredibly dangerous; when separating them from sci-fi, you do not see the entire beam of the laser (that's not how light works) unless the ambient light is low enough. You see the emission of the laser and the destination of the laser.
A pulse laser would be the next theoretical weapon, but the beam would be so focused that it wouldn't do as much damage in a short period of time as a simple hollow-point slug fired from a firearm. Generating a large cauterizing beam of the same damaging capabilities as a hollow-point requires a LOT of energy (more than you could draw from a contemporary battery unless you're talking of hooking it to a large back-pack battery pack where the device would drain the battery in a quick burst requiring extended delay before firing again . Enough of the tangenting! We're talking about guns... Wait, did I just talk about a charged/focused-electron gun? Damnedest thing.

The real question is, "What would it take to convince Mojang that guns are worth adding?"
Contrary to popular belief, they do have people that look at the Suggestions forum, at least now and then. I think it's fair to say that they know that there are a number of people who would like to see some sort of firearm added. They are probably also aware of how polarizing an issue it is, which is a likely reason it wouldn't have happened. However, some Mojang team members have also expressed feelings that it shouldn't happen. It's their opinions, more than anyone's, that matter. So again, the big question - What does it take to change those opinions. If the answer is that their minds are made up and nothing can change them, then fine, that's the end of it right there. However, I think that anyone's mind can be changed if the right case is made, and maybe rather than focusing on what regular forum members tend to think about guns, we need to look at the business end, and what reasons Mojang would have to shy away, rather than taking the stance that it's their game and we'll get used to it, like they have for other changes.
