Perhaps as a stationary mounted weapon, though I for one am not in favour of easily movable cannons. The concept I've juggled for a while involves being able to make cannonballs from either smoothstone or iron blocks, with stone making fewer balls than iron. The cannon itself would work something like a furnace, with a slot for a cannonball and a slot for gunpowder. Right-click the cannon to chose the angle. Then, either by hitting the cannon, or using flint and steel on it if you want things to be harder, it fires.
Some side thoughts I've had on the idea on a cannon is to have gravel as an alternate ammunition, making it act like grapeshot. Only a little damage, but over a wide area. Also, being a craft-based loading, it would be a great thing for multiplayer, encouraging players to work in teams, one loading and the other range-finding and firing.
I'd personally just like to see cannonballs, just iron configured as a cross pattern in a 3x3 crafting grid (+ sign).
You could then load these onto TNT cannons which would detonate on impact as opposed to detonating after X time.
The biggest problem with TNT cannons is that you can fire the TNT cannons as fast as far as you want, but getting the tnt to the destination would be a bit more hairy as it has a tendancy of exploding in mid-air after a certain distance. Setting it on collision instead of time would remove that problem.

As suggested by Valen, mobs hit by bullets will drop them on death and bullets can be retrieved from blocks
However, these would drop musket balls, which need to be recrafted with paper and gunpowder to fire again

Obsidian is, if you do not know, a volcanic glass, which means while it is very sharp, it is also very fragile.
Which makes it perfect for a gun whose ammo isn't retrievable in the first place.
Anyway, this recipe would make 2 Magnum Cartridges, which travel 24 blocks, has (possibly) a tighter spread, and does 8 hearts, and on a crit, 8 1/2 of damage
This would also not be retrievable
But how would you fire different rounds?

Crafting a musket and a round will convert it to only fire that type of round. (You will get the round back)
For example, if I had just used up all my Grapeshot, I could put the Grapeshot Musket into the 2x crafting grid with my normal cartridges and turn it back into a normal Musket, and vice versa
Gravel is not exactly abundant. Gravel is non-renewable resource. Plus, grapeshots are generally reserved for bigger barrels such as cannons, because too many rounds can't be fit into a musket. The barrel will crowd and the result is less velocity for the projectile and thus will do very little damage.
I also find no point in using obsidian as rounds, since obsidian is non-renewable and difficult to get. If I get obsidian, I wouldn't spend it on making bullets you can't get back.
You should be able to get iron bullets back. When you hit dirt, obsidian, or stone, you will find iron bullets stuck on them, just like when you shoot a bow at dirt, obsidian, or stone, the arrow gets stuck in it. When you shoot mobs, they will drop iron bullets if you killed them with it.
The reason why bows disappear when they hit mobs is because the hook of the tip gets stuck in the skin, so you can't easily pull it out.

Alright, disregarding the extra ammunition, adding the retrievable ammunition, how is the idea?
No, an RPG is too modern for Minecraft. I know it doesn't have any specific time period but the most modern items in the game are from the late renaissance. That said, though, some king of old-timey cannon could potentially serve the purposes you listed.
Maybe some sort of block thing, and when you right click the block it goes into a cannon?

Gunpowder can be used in the creation of a rocket if you don't mind having your face scorched off by firing. Most rocket launches I've seen have some pneumatic device which forces the rocket from its cannister before the fuel ignites a safe distance from the user's face/crotch/whatever-else-the launcher-is-close-to-when-fired.

Obsidian isn't that terribly hard to get, especially in the nether. All one has to do is enter with some buckets and scoop out before putting them into a 2x1 trough for easy management, not exactly quick work, but much less dangerous and nearly indefinite.

The important thing, in my opinion, is that making ammunition is balanced. If it's easier to get than a bow, than noone will use a bow. If it's too hard to get, then no one will use muskets because they'd be too costly to use.

A Chu Ko Nu would work perfectly well. Just re-add the pre-1.8 bow as a Chu Ko Nu! It would fire faster but have shorter range and do less damage. It would be a short-ranged weapon, not competing with the bow.
The obsidian in Minecraft is much stronger than real obsidian.
