This may be more useful in the upcoming survival multiplayer when things get scarce, but why not add it now?
Players should be able to "Breakown" Items they have created. If you made a bow, for example, you can go to the work bench, which will have two tabs on the craft menu: "Craft/Break Down"
"Craft" will look the same as it is now.
"Break Down" will act in the opposite manner.
You put your crafted item into the 1x1 slot, and you get your resources in the 3x3 zone. There will be a penalty for breaking down items though. We can assume scraps get thrown away when you craft things, so its logical to assume that those scraps never come back when you Break Down items. However, metals and bars will be redeemed based on the quality of the item you produced.If you break down a newer shovel, you will be assured all your metal back. If you break down a sword with ~10% quality left, you shouldn't expect any metal in return. This prevents people from unlimited crafting cycles.

Not as much as you thought, but if you're running low, or the resource is hard to get, anything will help. Obviously things like Bread cant be broken down, but for the most part, you can break down anything.

With things like wood and string, this penalty concept seems good, but I vote that metals be kept for two reasons. First, being realistic, metals are melted down, and scraps are not thrown away, but kept for later. Second, we already slowly lose these metals by ruining tools, so adding this penalty seems unfair.
The one thing to note, however, about metals, is that they should yield less when broken down based on damage taken, with fully broken tools being able to be broken down for perhaps a single ingot (except for with shovels).
Updated to reflect phoneyx's suggestions. Varriount, meh, I think notch wants wiggle room for our ideas, so I guess its better left unfilled for now. :?
