What if Steve has a full stack of torches but dropped one in the water? The fire will extinguish, but the extinguished torch will be left behind. Soon Steve picks it up, and finds it is extinguished.
So, if a torch is placed in water or dropped in water, it would be extinguished and leave either the extinguished torch block or item. You can place this torch, but will not light any light. To make it a regular torch, you can use Flint and Steel or a Fire Charge to keep the torch lighting, or place it in the crafting table with coal on top.
Your idea is just a nerf for torches that would bring a burden and annoyance to players. I'd rather just have my torches still somwhow lit when dropped in water, then have to waste my time and recraft them to light again. On a lighter note (no pun intended), I wouldn't want unlit torches using up a slot in my inventory anyway.
