If you combine a gold ingot with a book, that book becomes magical...But still relatively useless. At least, right now.
So, if you use that golden, Magical Book with two others to make a bookcase out of it, that bookcase is no ordinary bookcase - oh, it's a Magical Bookcase! No brainer
Not only do these slightly-glowing Bookcases look stylish, but they are special, if used with an Enchantment Table in place of your everyday Bookcases. They'll make the enchantments better - but it won't cost you as many Levels! (For example, if all possible Bookcases around an Enchantment Table are Magical, an enchantment that'd usually only be given at, say, level 50 could be obtained at only Level 30!) This could also enable players to receive enchantments unable to be obtained legitimately (e.g. only received at levels above 50) .
So, what do you guys think? Not really gamebreaking, but still a nice idea, no?

Bookcases will still be nice decorations, anyways. I used them for that reason back when I first joined Minecraft in 1.7.3!
Unless you kill the EnderDragon, reaching levels that high is almost unrealistic - many may die before they even get close to level 50, which is where this idea comes in.

...That said, what the enchantments say in Galactic letters does not actually affect what the enchantment is, which sorta nullified the use of that.
