I perused the forums finding people mentioning scarecrows as tools to scare mobs away, but not for my idea. I might have overlooked it and I apologize if this is a repost, however I did search first before choosing to post.
Reading on Minecraft Wiki about farming, it stated that for wheat to grow you have to be within roughly 120 blocks or less in order for wheat to keep maturing ( http://www.minecraftwiki.net/wiki/Wheat_Farming ). This is where my idea comes in for a Scarecrow.
Have the wheat fields register the Scarecrow as a player. The main reason I came up with this idea is because of the server I play on. I have funky work hours so I'm usually mining and whatnot by myself. Well our spawn point is in kind of a crappy area, and so I had to travel quite a distance to find some suitable areas to mine for iron/diamonds and whatnot, and during that time my wheat never grew due to my distance.
Interesting idea, but technically, that issue could be fixed by making a small settlement/base near where you mine, and growing your wheat there. Not exactly sure how one could craft a scarecrow. Maybe have a Golem as a scarecrow?
If you wanted to scare mobs away, go on peaceful or rape the world with torches..
The only reason I mentioned the scaring part is because everyone who has posted about scarecrows only wants them for scaring. I, on the other hand want them for a different purpose.

Single player wise this is exactly what I'd do, however on the server because of the spawn point my friend picked, the mining sucks. Literally I'm surrounded by an ocean. Not sure how many blocks I traveled but it was roughly a 2 minute boat ride and a 5 minute run foot when I hit land before I found another system. I debated on creating another house over on the new section.
I like the idea, I want one similar with minecarts as "player entities" on servers so I could make long distance deliveries without having to walk over myself. I imagine the chunks loaded would be smaller in proportion to an actual player though. That way the server doesn't lag too much.
This is actually a really neat, probably technically feasible idea. And practical, too.
Only issue that immediately comes to mind is computer resources. On multiplayer servers, each of these would require an area not near a player to still stay rendered anyways, plus the requirements of the scarecrow entities themselves.
Still very clever, though, and I'm sure there'd be some sort of work-around to that.

Yes, Shard is correct. The reason the player must be within a certain range of the wheat is for the chunks to remain loaded and active. If the scarecrows were added, it could be quite taxing on the server because it would have to render incredibly large amounts of land at a time.

At this point, I'm wondering if it could be possible to have the game scan the area for wheat in a certain radius around a scarecrow when placed/crafted, and only make the wheat update in real-time, leaving everything besides it in the area unloaded.
'Course, I don't use java and don't mod, so I'm pretty ignorant of the limitations of both the language(less of a concern) and the game engine(more of one). I think it could be done, but it would probably be at least a little tricky.

I was kind of thinking in the way they treat animals now. I know we have a small pig farm going, and we've traveled a great distance away that they should have disappeared but didn't. I would think a similar concept to wheat could be implemented where it just registered the land in use. Pretty much the exact same thing Shard said in the quote below.

I personally don't mod either, so I'm relatively ignorant in the area as well. Mentioning the area being scanned could possibly be a good idea with it, but I think it would have to scan it every so often, because if it was a continuous thing I think it could potentionally also cause lag issues.
