Perhaps, there should be a small chance that Mining Coal will put the "cave spider poison effect" on the players hearts and put a green fog over your view. It will only last 10 seconds, and then you can return to your happy mining.

The proper way to make poison gas would be to make it a fluid block that generates randomly. You mine into it and it spreads out like water, except in all directions.

No, I'm saying that since charcoal = coal in Minecraft (it doesn't in real life) nobody playing Minecraft would ever mine coal again since charcoal is both renewable and without drawbacks.
People in real life mine coal because it's more efficient than burning wood, since trees don't just magically spring up overnight. There are dangers to mining coal in real life, but also safety equipment and no magical alternative. This is not true for Minecraft, and people would abandon coal really quickly.
By adding gas pockets separately from coal the danger is encountered during any kind of mining. Since those precious ores cannot be obtained easily elsewhere, the player is forced to continue mining despite the risk.
